Job summary

Major duties
Exercises accountability and leadership oversight of audits and operational reviews performed by the Internal Control and Quality Review units ensuring proper execution of DoD guidance, policies, and procedures. Monitors the organization’s internal metrics and other performance measurement indicators. Participates in conferences, workshops, and other meetings with key personnel concerning financial matters involving the changing of mission requirements, new laws and or directives and reports any questions of unprecedented pay entitlements. Advises on the legality of entitlements and or collection actions and recommends policy on operational interfaces with serviced activities. Plans and assigns work to be accomplished based on priorities, consideration of difficulty and requirements of assignments, and employees’ capabilities, including setting/adjusting short-term priorities and schedules for completion of work. Resolves pay entitlement problems unique to the customer. Establishes and maintains internal control procedures to protect against fraud, waste, and abuse.
Qualification
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as experience performing military entitlement analysis and assisting in the design, development, and support of military pay operations and related organizations. Demonstrates substantive knowledge of financial management principles as they relate to automated systems processing and operations. Examples of specialized experience include: Planning and implementing operational improvements to large-scale financial operations, systems, policies, and procedures. Providing high-level financial systems expertise to senior leadership to help them carry out financial missions with allocated resources. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
