The primary purpose of this position is to function as a senior Financial Specialist, and to provide financial management support by performing various functions involving formulation, justification, and execution of budgets for programs and organization projects. Initiating and assisting in developing plans and programs, supporting strategic goals and deadlines.
Major duties
Responsible for formulating justifying and defending positions on the total assigned budget by analyzing authorizations, appropriations, and legislations for impact on assigned programs and fields; Develops appropriate recommendations for Program Budget Decisions (PBDs), financial policies, and language for appropriations to support national defense missions. Responsible for executing a major segment of the command budget or a total budget for one or more funds by identifying and analyzing trends in receipts, obligations, and expenditures. Monitoring budget levels, ensuring legal and efficient use of funding. Provides financial advisory services for a major segment of the organization's budget or for a total budget for one or more funds by developing reviews, assess the effectiveness of the work processes within the assigned areas of responsibility, serving as a financial consultant to management such as budgeting strategies and techniques, the use of financial management products, and resource distribution. Uses automated financial management systems and computer-generated products in accomplishing financial management assignments by performing quality checks of automated system database information and advises program managers of any significant problems. Conducts financial management-related training for functional contacts and/or program managers in assigned organizations, conducting training of financial management processes, procedures, requirements, etc.; and provides organizational personnel with sufficient information and knowledge to accomplish objectives.
Qualification
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for the GS-0501, Financial Management Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year or will have one year within 120 days of closing of this announcement, at the next lower grade GS-12, or equivalent in other pay systems. Specialized experience includes, but is not limited to, performing the full range of senior financial management functions involving the formulation and justification, or execution, of budgets, programs, and organization projects; initiate and assist in the development of plans and programs; and develop unique capabilities and critical technologies supporting strategic goals, objectives, and deadlines set by higher management. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: l. Knowledge of programming, budgeting, and execution for all types of funds and appropriations, including knowledge in the use of available automated tools, systems, and techniques to accomplish these tasks for USAF Weapon System Acquisition Management programs. 2. Knowledge of Fiscal law and the DoD Planning, Programming, and Budgeting Systems {PPBS), its process, products, tem1inology, and guidance documents (e.g., Program Objective Memorandum (POM), Future Year Defense Plan (FYDP), Defense Guidance, Joint Strategic Planning Systems). 3. Knowledge of and ability to apply procedures, requirements, regulations, and policies related to specialized expertise in the work of the unit (such as engineering, accounting, supply, etc.), including the ability to maintain credibility with others on technical matters. 4. Ability to stratify resources against approved programs; to plan, present, and execute budgets; to analyze budget impacts on programs; and to forecast long term funding requirements. 5. Ability to communicate effectively, both orally and in writing. 6. Ability to maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
