Job summary
You will serve as a FINANCIAL MANAGEMENT ANALYST in the DEEP SUBMERGENCE SYSTEMS PROGRAM OFFICE, CODE 200DSS, ENGINEERING AND PLANNING DEPARTMENT of PORTSMOUTH NAVAL SHIPYARD. Major duties
You will perform the various duties and responsibilities of accounting, budget management, and other related financial management work. You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization’s programs and activities. Qualification
GS-12. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience identifying, analyzing, and resolving a variety of budgetary problems such as development of alternative methods of funding using complex computer programs. Experience providing advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities. Experience developing, determining, and interpreting of budgetary policies and practices. Experience implementing legal and regulatory controls over approved budgets. GS-11. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience performing a variety of fiscal, accounting, and/or financial management duties and responsibilities. Experience performing a variety of analytical, technical, and administrative work for substantive programs and support activities. Experience researching regulatory material to obtain factual information utilizing an array of analytical techniques to search results utilizing complex computer programs. Experience formulating budget estimates for programs in which funding requirements often changes significantly. Education
SUBSTITUTION OF EDUCATION FOR EXPERIENCE (GS-11): Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: GS-11: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related. COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be used to meet the total qualification requirements.
