Job Summary:
In this role, you will oversee the development and preparation of project master purchasing commercial pro-forma forms, including legal and commercial terms and conditions. You will lead the development of purchasing procedures, planning, and forecasting of purchasing staff. You will direct negotiations, solve problems, and communicate with suppliers to ensure compliance with purchase order requirements and achieve the required service to meet project needs.
Major Responsibilities:
- Formation and administration of field equipment, tools, and consumables purchases and rentals, including ensuring equipment on and off rentals are coordinated with vendors
- Prepares, maintains, and monitors vendor performance, ensuring input is received from all procurement functions and other operational groups
- Participates in the negotiations if required of terms and conditions, seeking guidance form legal if required
- Tracks commitment and works with construction on extension of field equipment rentals
- Ensures timely payment of vendors, working with AP and construction to ensure input is received and issues resolved
Education and Experience Requirements:
Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience
Required Knowledge and Skills:
- Knowledge and experience in purchase order formation and administration including change management, monitoring supplier performance, back charge procedures and the resolution of claims and disputes
- Skilled in working with and communicating effectively both orally and in writing with other project functional groups, primarily Construction, Project Management, and other services.
- Proficiency in all phases of procurement including knowledge of and skill in communicating effectively with suppliers, bidder prequalification, preparation of bidders’ lists, compilation of bid requests, negotiation of contracted terms and conditions and award of commitments
- Proficiency in the administration of commitments, monitoring supplier performance, back charge procedures, and the resolution of claims and disputes • Knowledge of applicable Construction Standard Work Process Procedures and Bechtel Procurement policy and instructions
- Proficiency in organizing tasks and completion with deadlines
- Stays abreast with current events and changing economic conditions related to equipment, tools and consumables.
- Knowledgeable in market trends, lead time, base material price and availability fluctuations, pricing fluctuations, and supply sources concerning
