Job Summary:

At the Combined Cycle project, assists the Commissioning Manager in managing and supervising the CSU activities on the project with a focus on the Electrical and Controls scope. Plans and directs day-to-day CSU assignments on the project. Technical responsibility for organizing, executing, and coordinating these assignments. Makes day-to-day decisions within assigned area or project and makes recommendations to department or project management regarding policy and procedure. Responsible for review of project designs and recommendation of changes to design so that projects are safe and operable. May direct CSU operations (in the absence of the CSU Manager) on the project at the jobsite location. Responsible for the CSU and/or operations activities on designated portions of the project, as assigned.  Supervises and provides technical guidance to personnel assigned to project or tasks within area of responsibility.

Position will start in Reston (Single Status), VA with possible remote option initially to support planning and procedure development, and later must relocate to the project site in the USA during construction and commissioning activities.

Major Responsibilities:

  • Develops and evaluates plans and criteria within a discipline or specialty for a variety of project activities. 
  • Assists with the formulation of and recommends to departmental management policies, procedures, plans and programs. 
  • Interprets new or special regulations, codes, standards, criteria and performance data relating to the specialty. 
  • Supervises, coordinates, and reviews the work of assigned engineers, estimates staffing needs, schedules, and assigns work to meet completion dates.   
  • Applies specialized knowledge of startup methods to the solution of specific problems. 
  • Provides technical advice and counsel on specific assignments by providing the resolution of technical questions arising in the area of specialty. 
  • Supervises and provides technical guidance and on-the-job training to project personnel as assigned. 
  • Directs the preparation of portions of or assists in the preparation of operations manuals and CSU procedures. 
  • Contacts client counterpart representatives or suppliers and appropriate field personnel as necessary to clarify aspects of CSU engineering requirements. 
  • Prepares and gives presentations to senior management, the client or others as directed. 
  • Ensures that work being performed is within scope of services and within budget. 
  • Provides input to project management, engineering, and construction to ensure startup requirements are incorporated into project activities, including review of project designs and construction to ensure plant operability and operating personnel safety. 
  • The Deputy CSU Manager is responsible to coordinate the startup related engineering, construction and client activities as an office assignment or during startup, operations, maintenance or testing at the jobsite. 
  • Reviews key startup methods, procedures, and schedules on the project. 
  • Performs performance reviews for personnel supervised and ensures they receive appropriate technical assistance and on-the-job training for their professional development. 
  • Assists in preparation of project proposals. 
  • Estimates staffing needs and schedules on assigned tasks or projects.

Education and Experience Requirements:

  • Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience.
  • Experience in delivering large-scale combined cycle power projects is preferred

Required Knowledge and Skills:

  • Broad working knowledge of industry and regulatory standards and facilities operations criteria pertinent to the activities supervised.
  • Knowledge and experience with commissioning behind the meter power generation is preferred. Integration of power facilities in a data centre environment is preferred.
  • Extensive knowledge of administrative practices including cost and scheduling. 
  • Ability to work effectively in leading in a team environment, motivating and supporting others.
  • Demonstrated expert understanding of CSU core processes and procedures.
  • Technical and practical comprehension of engineering, procurement, and construction functions and general business techniques.
  • Excellent skill in oral and written communication with demonstrated skill to present CSU information to management and client.
