SAIC is seeking a Senior Principal Technical Services professional to support complex Navy systems programs in support of DoD customers. This role serves as a senior principal individual contributor responsible for full lifecycle IT program management and technical services delivery across large-scale naval systems integration, maintenance, and modernization efforts.

The ideal candidate brings a strong combination of formal project management credentials, hands-on Navy shipboard systems experience, and demonstrated success delivering complex technical programs on schedule and within budget. This position requires direct engagement with senior Navy leadership, engineering teams, and cross-functional stakeholders to drive program execution and continuous improvement at the highest levels of technical and programmatic complexity.

This role demands a technically fluent senior principal capable of bridging the gap between engineering execution and executive-level reporting. The successful candidate will bring agile methodology expertise, strategic planning capability, and a proven track record managing large engineering teams in demanding DoD environments while serving as a prime technical contact and organizational spokesperson on significant technical matters.

Target Salary Range: $116,900 – $194,800 | $56.20 – $93.65/hr

Key Responsibilities:

  • Lead full lifecycle IT technical services and program management for complex Navy systems maintenance and modernization programs 
  • Manage and coordinate cross-functional engineering teams across multiple workstreams
  • Develop and maintain program schedules, risk registers, and performance metrics; brief program status directly to senior Navy leadership and executive stakeholders
  • Apply agile methodologies to drive iterative program delivery and continuous process improvement across technical teams
  • Oversee infrastructure planning, integration, and technical refresh activities in support of shipboard systems
  • Coordinate with Navy program offices, contracting officers, and engineering leads to define requirements and manage deliverables
  • Produce executive-level briefings, program reports, and technical documentation for internal and external stakeholders
  • Identify and mitigate program risks; escalate critical issues to leadership with recommended courses of action
  • Ensure compliance with DoD program management standards, policies, and contractual requirements
  • Drive process improvement initiatives across program teams to enhance efficiency, productivity, and team synchronicity

Qualifications

Required Qualifications:

  • Education: Bachelor's degree and 14+ years of related experience; Master's degree and 12+ years of experience; PhD or JD and 9+ years of experience
  • Experience: 14+ years of related experience  of IT technical services and program management experience in DoD environments
  • Certifications: Project Management Professional (PMP) required; Certified Scrum Master (CSM) and Certified Scrum Product Owner (CSPO) strongly preferred
  • Clearance: Active DoD Secret Clearance required
  • Duty Location: Flex work-CA-San Diego
  • Travel: 10% travel may be required

Preferred Qualifications:

  • Certifications preferred: Project Management Professional (PMP); Certified Scrum Master (CSM) 
  • Experience supporting Naval Enterprise Networks
  • Familiarity with Navy shipboard systems integration and infrastructure modernization
  • Experience with executive-level briefing development and strategic communications
  • Familiarity with DoD acquisition lifecycle and contracting processes

Target salary range: $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
