Boeing Defense, Space & Security (BDS) and Phantom Works Capability Accelerator Cell (CAC) are seeking results-driven Senior Program Manager (Level L) to lead program execution and provide regional site leadership for the Pacific Northwest, primarily supporting the Tukwila and Kent, Washington locations within Phantom Works.

This role will oversee multiple portfolios, manage program deliverables, establish and control cost and schedule baselines, and assess performance against the Program Management Baseline Plan (PMBP) to ensure successful contract execution and delivery of mission-critical capabilities. The position will provide leadership to direct reports and cross-functional teams, including supply chain, engineering, quality, operations, and materials functions, while partnering across the Boeing enterprise and reporting to leadership in St. Louis.

The ideal candidate will bring strong program management and operational oversight to support portfolio objectives, site effectiveness, workforce alignment, and a high-performing, collaborative environment. This leader will be expected to operate with a high degree of initiative and accountability while advancing both program execution and site leadership responsibilities.

Key Responsibilities

  • Lead program execution and contract management for Phantom Works projects at the Tukwila and Kent sites, including acquiring resources for projects and processes and providing technical management of suppliers.
  • Develop and maintain relationships and partnerships with customers, stakeholders, peers, partners, and direct reports.
  • Lead the site team in identifying and resolving emergent issues, removing roadblocks, and ensuring effective program execution.
  • Develop, maintain, and assess program deliverables, cost and schedule baselines in accordance with established Program Management Best Practices (PMBP) and defined risk and mitigation standards to support program execution.
  • Manage site capital requests and budget planning activities in coordination with site executive leadership to ensure alignment with business priorities and financial objectives.
  • Build and lead high-performing teams while fostering collaboration and effective communication with internal and external U.S. Government customers, ensuring compliance with security requirements and clearance protocols.
  • Coordinate with multiple portfolios and stakeholders across the Tukwila and Kent sites and throughout the Boeing enterprise, including all Phantom Works locations, while maintaining strong communication with the St. Louis-based manager.

This position is expected to be 100% onsite.  The selected candidate will be required to work onsite at one of the listed location options.

This position requires an active U.S. Top Secret Security Clearance (U.S. Citizenship Required). (A U.S. Security Clearance that has been active in the past 24 months is considered active.

This position also requires ability to obtain special program access (SAP), for which the U.S. Government requires U.S. Citizenship only.

Basic Qualifications

  • Bachelor’s degree in engineering, business, program management, or a related technical discipline
  • Minimum 10 years of aerospace or defense industry related experience
  • Minimum 5 years of experience managing development programs or projects, preferably in aerospace or defense
  • Demonstrated success engaging with government personnel on program execution and management
  • Proven ability to manage multiple projects simultaneously in a dynamic environment
  • Strong leadership and team-building skills with experience managing direct reports
  • Excellent communication, organizational, and problem-solving skills

Preferred Qualifications

  • Master's degree in engineering, business administration, program management, or a related field
  • PMP or equivalent PMBP certification highly desired
  • Experience creating and managing capital requests is a plus
  • Experience working for and communicating with senior management and executives
  • Experience with Risk Issue Opportunity (RIO) management
  • Prior site leadership, regional leadership, or operational leadership experience

Shift Work Statement

This is a first-shift position. The selected candidate will be expected to work primarily onsite at the Phantom Works program office in the Seattle, WA region, with limited opportunity for flexible or hybrid work arrangements. 

Travel RequirementsTravel will be required to St Louis, and other potential domestic location, with an expected amount of up to 10% to 20% to support program execution, customer meetings, leadership engagements, and site-related activities. Local travel in Puget Sound will occur more regularly.

Salaries are based upon candidate experience and qualifications, as well as market and business considerations.  

Summary Pay Range: $180,200 - $243,800
