Major duties

Responsible for clearly understanding, and overseeing, finance and accounting functions, processes, procedures, standard business rules, interfaces, and the end-to-end elements critical for successful development, implementation, and sustainment. Reviews and evaluates existing finance and accounting policies, standards, and procedures to develop improved working processes. Performs comprehensive reviews and evaluation of program deliverables. Inconsistencies and other issues are promptly documented with comments and recommended corrective actions. Exercises positive interpersonal relationships with program participants and stakeholders through the use of tact and diplomacy to resolve issues or conflicts between groups with different objectives and needs. Identifies internal control weaknesses and recommends corrective actions in the impacted procedures, processes, and systems.

Qualification

One year of specialized experience equivalent in level of difficulty and responsibility to that of a GS-11 within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: performing data analysis and evaluation of financial systems, policies, and procedures to ensure the continuity of a financial organization's business operations; AND/OR compiling financial data from various sources and ensuring accuracy as it pertains to financial legislation and operational policies and procedures; AND/OR providing financial management knowledge to leadership in order to assist with the organization's core mission. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service. ** The effective date of your SF-50 must reflect that you will meet the 52-week time in grade requirement within 30 days of the announcement closing. ** You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
