Major duties
Duties: Develops and provides Joint Services Training Program (JSTP) knowledge, education, and implementation for Program Partners. Liaisons with Program Partner planners, policy offices of primary responsibility, training managers, and decision authorities for integrating the JSTP, a Chairman's Controlled national level program, into policy, training, exercises, and operations. Manages Joint Service Training Program (JSTP) capability fielding, rotations, and evaluations across the Program Partner enterprise. Serves as the Alternate Program Control Officer (PCO) for Vice Director, Joint Staff, J7 sponsored Alternative Compensatory Control Measures (ACCM) programs implemented by JPRA.
Qualification
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles, and practices in a professional or administrative occupation, such as would be gained through extended graduate study or experience and skill in applying this knowledge to difficult and complex work assignments; or a comprehensive, intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Extensive knowledge and understanding of operational Personnel Recovery; joint tactics, techniques, and procedures; and specialized training and support mechanism supporting the tasks to report, locate, support, recover and reintegration; and national-level capabilities in support of Personnel Recovery operations. Knowledge of instructional systems design, courseware development, training methodologies, and performance development, testing, and evaluation; expertise in training, sustainment, exercise, and force enabling mechanisms supporting national level capabilities. Ability to manage and evaluate programs to meet Program Partner requirements. Knowledge of budgetary practices, procedures, regulations, precedents, forecasting, and guidelines. Skill with life-cycle management of unique national level capabilities to include Alternative Compensatory Control Measures programs, operations security, Department of Defense and Joint Staff sensitive security programs and risk analysis. Ability to research, analyze, synthesize, plan, and execute personnel recovery-related research, training, support, exercise, and operational outcomes into finished products, policy documents, and capabilities using qualitative, quantitative, and/or mixed methods. Ability to expertly communicate both orally and in writing across multiple mediums, to make authoritative and in-depth presentations to senior military/government civilian personnel, negotiate complex issues, and maintain extensive collaborative working relations with program partners; gather, assemble and analyze facts; draw conclusions, conduct analysis, devise recommended solutions, and document process in briefings, papers, or reports suitable for senior-leader use, decision-making, and policy development. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. A favorable suitability determination is required before appointment. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program as a presumptive position identified by general criteria and specific occupational series/codes. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in testing designated positions presents a clear threat to public safety and/or the mission of the Air Force and national security. Employee must possess, or obtain within 36 months of employment, the following certifications 1)Army Operations Security (OPSEC) Level II certification; and 2) "Center for Development of Security Excellence" Risk Management for DoD Security Programs training course (GS102.16 or successor). PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
