This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a TERM Appointment Not-to-Exceed 13 months. Serves as a Telecommunications Specialist for DES, Fort Bliss, TX.

Major duties

Serves as the Telecommunication Communication Officer (TCO). Oversees, plans, implements, and evaluates capability and effectiveness based on guidance and direction from higher headquarters on all aspects of Law Enforcement specific technical systems. Diagnoses and resolves minor problems by providing informational training and IT advice on software or applications that are best used for particular tasks. Collects and maintains system and maintenance documentation for all assigned systems for auditing, troubleshooting, accountability, and finding gaps in equipment. Provides assistance to ensure that all IT customers are able to obtain maximum capability from all provided resources. Assists in managing Directorate Active Directory accounts and their compliance, and Enterprise Email and requests. Coordinates with NEC administrators of IT systems for support, to include the System Center Configuration Manager team as required. Serves as Contract Officer Representative performing duties related to lifecycle planning, deployment of equipment, administration, implementation, and evaluating operability of the Emergency Response systems and supporting smart devices.

Qualification

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for: Telecommunications Series Specialized Experience: One year of specialized experience which includes: 1) Installing, configuring, troubleshooting, and maintaining hardware and software systems; AND 2) Troubleshooting and restoring network/telecommunication services for emergency management communication; AND 3) Entering information collected into an automated trouble ticket system such as remedy tickets. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. with a major study in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
