This position is NOT subject to the limitations imposed by the DOD Priority Placement Program per Secretary of Defense Memorandum dated 09 MAR 2018. This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system. Positions in the Cyber Excepted Service are positions necessary to carry out and support the mission of the United States Cyber Command.

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Supervision/Management Work Category at the Expert Work Level within the CES Occupational Structure and located in the EII/JT INTEROPERABILITY TEST CMD. It serves as the Chief, Operations, Plans and Policy Division.
Major duties
Manages a staff of subordinates, setting priorities and scheduling work completion within the division. Plans, directs, and assigns work responsibilities; explains work requirements; establishes clear expectations; monitors progress, and reviews work. Develops policy for test and evaluation efforts including interoperability/net-readiness certification of joint IT/NSS and Operational Testing of joint IT/NSS capabilities. Develops policy for Operational and Developmental Testing, cyber security evaluations of systems, and networks and services. Coordinates with division leaders, branch leaders, and action officers to provide an effective and efficient means of sharing knowledge and information related to command services. Manages complex current operations including exercises, taskers from higher HQ, providing a common operating picture of JITC operations around the globe for the command staff.
Qualification
Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. Basic Requirements: Attention to Detail - experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards Customer Service - developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs Oral Communication - briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience Problem Solving - identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions AND Qualifying Experience: In addition to meeting the basic requirement, qualified applicants must possess: One year of qualifying experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-14) within the federal service, which demonstrates the ability to perform the duties of the position, is required. For this position, qualifying experience is defined as: performing supervisory duties including managing staff, setting priorities and scheduling work; developing policy for test and evaluation efforts including interoperability/net-readiness certification of joint IT/NSS, Developmental Testing (DT); cyber security evaluations of systems, and managing taskers. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.? **Combination of education and experience is not applicable for this position.**
Education
There is no substitution of education for the qualifying experience at the GG-15 grade level
