THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION - INDEFINITE. This National Guard position is for a SUPV HR SPEC (MILITARY), Position Description Number NGD2004000 and is part of the Guam G1 Directorate of Manpower and Personnel, National Guard.
Major duties
This position is located in the Military Personnel Office (MILPO) of the Army National Guard (ARNG). The purpose of this position is to supervise and manage two or more of the following human resource programs: Health Services Program, to include Line of Duty (LOD), Incapacitation Pay (INCAP), Warrior Transition Unit (WTU), Active Duty Medical Extension (ADME), Medical Retention Processing 2 (MRP2), and Medical Boards to include MOS Medical Review Board (MMRB), Medical Evaluation Board (MEB), and Physical Evaluation Board (PEB). 1. Directly supervises and provides technical and administrative supervision over Human Resources Assistants (Military), Human Resources Specialists (Military), and specialist within the other specialized functions of the MILPO office. Formulates human resources and administrative procedures and policies based on the interpretation of regulations and directives from Department of Defense (DoD), Department of Army (DA), and the National Guard Bureau (NGB). As required, performs military human resources work in any of the program areas, for which assigned, for officer, warrant officer, and enlisted members and includes but is not limited to: processing and reporting on status of LOD investigations, formal and informal; processing INCAP pay; processing and providing quality control of MRP2 and ADME packets; providing oversight and tracking of personnel assigned to WTU; providing oversight to Tricare and Military Medical Support Office (MMSO) and coordinating for treatment and follow-on authorization of care; coordinating fit for duty evaluations; processing Soldiers for entrance into the MEB and PEB; tracking medically non-deployable Soldier status within the State; working in coordination with the Medical Detachment in the training of Medical Readiness NCOs; providing oversight of the medical travel and orders program; working in conjunction with the PDHRA program; directing, organizing, and planning staff assistance visits and Command Inspection Program activities. 2. Plans, organizes, and directs the activities of assigned program areas, ensuring that legal and regulatory requirements are met. Develops goals and objectives that integrate organization and military human resources objectives and establishes policies and procedures for accomplishment of the same. Coordinates, plans, and schedules with other organization managers and customers as appropriate. Reviews and provides advice on organization missions, functions, and manning of serviced units. Identifies, analyzes, and provides recommendations to supervisor on significant issues and problems related to work accomplishment. Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives. Establishes analysis systems to ensure actions are timely and reviewed at critical points. Accepts, amends, or rejects work presented by subordinates. 3. Oversees and reviews the accounting of funds for accounts relating to the area of assignment which may include but is not limited to: NGB tours, incapacitation pay, medical care, severance pay, and MMRB attendance and requires exercising proper control measures, forecasting, and developing and conducting of internal audit reviews. As required, provides reports on audits and outlines any changes to be made as a result of the findings. 4. Plans and schedules work in a manner that promotes a smooth flow and even distribution, sets and adjusts short-term priorities, and prepares schedules. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. Provides advice, guidance, and direction to employees on a wide range of military human resources and administrative issues. Interviews candidates for positions and selects, or recommends selection of, candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO objectives. Hears and resolves employee complaints and refers serious unresolved complaints to higher-level management. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. 5. Meets with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise. Provides or ensures that subordinates provide customer guidance and training. Participates in special projects and initiatives and performs special assignments. Identifies the need for special projects and initiates milestones and goals. Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses. 6. Performs other duties as assigned.
Qualification
MILITARY GRADES: Officer: O1 - O3 Warrant Officer: WO1 - CW3 COMPATIBLE MILITARY ASSIGNMENTS: Officer: 42A, 42B, 42H, 67A, 66N Warrant Officer: 420A SPECIALIZED EXPERIENCE: 1-year specialized experience must be equivalent to at least the next lower grade (GS-09). Educational-degree study program or military or civilian academic courses may substitute for some specialized experience. Must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force. Specialized experience must be directly related to the duties of the position as described in the Position Description. SUPERVISORY POSITION: Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
Education

Knowledge of military human resources principles, regulations, and procedures related to Health Services programs, including Line of Duty (LOD), Incapacitation Pay (INCAP), medical boards (MMRB, MEB, PEB), medical readiness, and related personnel actions in a DoD or National Guard environment. 2. Ability to read, interpret, and apply Department of Defense, Department of the Army, National Guard Bureau, and state-level policies and directives to resolve complex military human resources and medical readiness issues, ensuring legal and regulatory compliance. 3. Ability to plan, direct, assign, and evaluate the work of military human resources staff; provide guidance and feedback, manage workload priorities; support employee development; and ensure quality, timeliness, and efficiency of program execution. 4. Skill in collecting, analyzing, and evaluating data related to military personnel and health services programs to identify issues, recommend corrective actions, improve processes, and support informed decision-making by leadership. 5. Ability to communicate clearly and effectively, both orally and in writing, to advise commanders, supervisors, employees, and directorates; prepare reports, briefings, and recommendations; and present information in a professional and understandable manner.
