Major duties

Accomplishes a variety of assigned supervisory responsibilities as a first line supervisor. Plans and administers the Outdoor Recreation Program for a medium-size installation servicing a community of active and retired military, dependents, and authorized DOD civilians and their family members. Coordinates publicity for Outdoor Recreation activities. Prepares annual appropriated and non-appropriated fund budgets. Responsible for facility and equipment maintenance and safety. Recreation Check Out/Supply and FAMCAMP. Oversees base swimming pool program.

Qualification

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Recreation Specialist 0188 Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes s knowledge gained through relevant experience in order to competently and independently carry out continuing outdoor recreation/skill center projects or programs through proper application of the principles, concepts, and techniques of recreation to the specific needs of the community to be served and in the light of the natural environment involved. Knowledge of the activities and services involved in a typical outdoor recreation program, and of the practices and the procedures of sound natural resources management and utilization to develop and conduct programs to provide a range of basic and enhanced program activities properly utilized and in harmony with the environment. OR EDUCATION: Successfully completed a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. Major study -- general recreation, or one of the appropriate fields of recreation such as outdoor recreation; recreation and parks leadership; wild land recreation management; natural resources recreation; youth recreation; public, urban, or community recreation; special populations recreation (e.g., senior citizens, institutional, etc.); or physical education. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts with your application. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to supervise and manage a subordinate workforce. Ability to effectively communicate orally and in writing. 2. Knowledge gained through outdoor recreation experience which enables the employee to completely and independently carry out continuing outdoor recreation projects or programs through proper application of the principles, concepts, and techniques of outdoor recreation designed for the population of Little Rock AFB. 3. Knowledge of the range of activities and services of participant interests and needs, and of the methods and processes involved in a typical outdoor program, which enables the employee to plan and conduct a variety of activities and services that not only support and meet basic program requirements (boating, fishing, swimming and camping), but that provide a range of enhanced program activities (horseback riding, skeet and trap shooting, water skiing, scuba diving, and hiking). These programs assure proper utilization of and are in harmony with the environment. 4. Skill and knowledge in development of appropriated and non-appropriated fund budgets and related supporting documents, as well as the ability to justify requests for funds or additional support services. 5. Knowledge of safety and fire prevention principles as they apply to outdoor recreation activities. Knowledge is needed to ensure the safety and well being of participants. 6. Knowledge of equipment issue program to ensure compliance with all applicable regulations and procedures as well as knowledge of advanced and safe operation of swimming pool program which enables the employee to provide a well-rounded and diverse aquatics program to the base populous. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
