The primary purpose of this position is to serve as Chief, Commander's Resolution Office at a major command with responsibility for directing the activities of the Division. The organizational location of this position is: Headquarters Air Force Global Strike Command, Commander's Resolution Office, Strategic Initiatives and Resolution, Barksdale AFB, Louisiana.

Major duties

As Division Chief, plans, organizes, and oversees the activities of the Division. Formulates program goals, plans, policies, and procedures and work plans dealing with the development and operation of command-wide Strategic Coordination and Resolution Program (SCRP) functions and activities including project management, resource management, advisement, and product development to accomplish AFGSC Commander's priorities and nuclear related projects; participates in providing both technical and administrative direction to subordinate branch chiefs and through them their assigned nonsupervisory employees. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher level management or headquarters. Selects candidates for subordinate non-supervisory positions and recommends selections for subordinate supervisory positions taking into consideration skills and qualifications and mission requirements. Establishes, develops, and maintains effective working relationships with Congress, Department of Defense, Department of the Air Force, United States Strategic Command, other Air Force Major Commands, AFGSC Directors, AFGSC NAFs, AFGSC Wings, Air Force Lessons Learned (AFLL), Air Force Inspection Agency (AFIA), Headquarters ACC Cyber Capabilities Center (COMSEC), Department of Energy, Defense Health Agency (DHA) and other nuclear-related offices both in the government and in industry.

Qualification

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes directing of a major command level organization that provides direction, staff advice, and assistance to subordinate installations on the development and operation of command-wide Strategic Coordination and Resolution Program (SCRP) functions and activities including project management, resource management, advisement, and product development. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to advanced qualitative, quantitative, project management, organizational management analysis practices and standards. 2. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide command level staff guidance and/or methods used to develop, adapt, modify, and apply models to resolve problems or define and clarify alternative solutions. 3. Knowledge of research study design methods and techniques used in operations, organizational systems assessments entailing unique problems, creativity, innovative and approaches for project management. 4. Skill sufficient to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 5. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources. 6. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
