You will serve as a SUPERVISORY IT SPECIALIST (PLCYPLN) in the DEVSECOPS ARCH (CODE 53231) of NAVWARSYSCEN PACIFIC SAN DIEGO CA.

Major duties

You will manage and supervise a complex team of scientists, engineers, IT specialists, and administrative specialists on various Center projects. You will provide technical, project management, and contract oversight of branch projects, as requested by the division head. You will communicate and enforce policies and procedures; resolving conduct and performance problems in collaboration with division leadership; recommending awards and promotions; providing technical and career guidance. You will involve the design, engineering, architecture, implementation and management of Information Technology (IT) systems. You will consult with customers to identify and specify requirements; defining systems scope and objectives; developing cost estimates for new or modified systems; ensuring the integration of all systems components. Qualification

I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Under the guidance of the division leadership, primary responsibilities include providing technical, project management, and contract oversight of branch projects, as requested by the division head. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Duties will involve the design, engineering, architecture, implementation and management of Information Technology (IT) systems. Tasking may include, but is not limited to, the following items: consulting with customers to identify and specify requirements; defining systems scope and objectives; developing cost estimates for new or modified systems; ensuring the integration of all systems components, e.g., procedures, databases, policies, software, and hardware; planning systems implementation. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: setting employee performance expectations and evaluating employee contributions; maintaining consistent and frequent dialog with each employee; communicating and enforcing policies and procedures; resolving conduct and performance problems in collaboration with division leadership; recommending awards and promotions; providing technical and career guidance; and establishing training plans. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Under the guidance of the division leadership, plan, manage, advise, administer, or conduct Information Technology (IT) management activities to include developing and maintaining strategic plans; assessing policy needs and developing policies to govern IT activities. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level GS-11 or pay band NM-03 in the federal service or equivalent experience in the private or public sector Providing technical and project management oversight, demonstrating skill in executing systems engineering tasks for Command and Control (C2) systems; and applying knowledge of IT systems processes.
