Major duties
Plans, organizes, and oversees the activities of the Issues and Analysis Branch, HQ AFRC/A1RI. Exercises supervisory personnel management responsibilities. Represents AFRC/A1R with a variety of installation and functional area organizations. Directs and coordinates studies to analyze and evaluate personnel programs. Functions as the senior technical advisor on system integration, program development and maintenance of all Air Force Reserve Human Resources systems and applications. Provides military and civilian personnel advisory services to AF/RE and HQ AFRC commander and staff on current and new personnel systems programs.
Qualification
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes providing recurring reporting and analysis of personnel information; functioning as a senior technical advisor on system integration, program development, and maintenance of human resources systems and applications; and managing the operation of personnel data systems. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery of the concepts of automated systems and their ability to provide support to the personnel and readiness functions. An in-depth working knowledge of data standardization requirements, procedures, projects, documentation, and design tools standards and techniques is mandatory. 2. Extensive knowledge of the structure, personnel policies, procedures, and operations of Base, MAJCOM and Headquarters level personnel functions, applications, and requirements to serve as the functional expert in HCM systems applications and development. Broad experience in participation management and programs area, especially activation of Reserve forces and the HCM data systems used to support them, including but not limited to MILPDS, AROWS-R, and DJMS. 3. Knowledge of safety and security regulations, practices, and procedures. 4. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 6. Ability to communicate both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
