The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Air Force Services Center (AFSVC) Human Resources Information Systems (HRIS) Branch.
Major duties
As Branch Chief, plans, organizes, and oversees the end-to-end processes and programs across AFSVC Directorates for the HRIS Branch through a matrix relationship. Serves as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Air Force Services Center (AFSVC) Human Resources Information Systems (HRIS) Branch. Interprets and implements policies, executes authorities, develops guidance, standards and processes for the branch's mission. Serves as the recognized authority and primary advisor to the Division Chief of Benefits and Human Resources for all HRIS Branch functions. Plans, develops, and directs advisory and support services for the Nonappropriated Fund (NAF) Air Force-wide program. Represents the branch officially and exercises first level supervisory and managerial authorities over personnel. Manages key HR programs, including Personnel and Reporting HR Systems, USA Staffing, eOPF, and the Centralized Background Investigation Cell. Ensures collaborative teaming and communications across AFSVC Directorates, elevates issues through the chain of command and the AFSVC Governance processes to ensure buy in and compliance with programmatic initiatives, changes etc. across Directorates. Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. Represents the Human Resources Information Systems Branch to AFSVC, the Air Force, DoD, and its agencies, the Federal Government and/or industry organizations. Establishes, develops, and maintains effective working relationships with AFSVC Leadership, MAJCOM A1s, Installation Wing, FSS Leadership and other management officials throughout Air Force and civilian business communities. Plans and implements the Reports, Analysis & Systems Branch quality and self-evaluation program. Improves programs and increases efficiencies by analyzing performance and identifying ways to improve work processes.
Qualification
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in managing the development of long-range plans, programs, training, and procedures for the Nonappropriated Fund (NAF) program by identifying and coordinating with other supported and affected organizations. Exercising supervisory personnel management by planning and prioritizing work for subordinates, evaluating their performance, and identifying developmental and training needs to improve work quality. Representing the Human Resources Information Systems Branch to key government and industry organizations by evaluating reports and metrics, analyzing facts, and performing research to provide detailed responses and recommendations. Establishing, developing, and maintaining effective working relationships with leadership and other management officials throughout civilian business communities. Planning and implementing programs, modifying policies and procedures as needed to enhance program effectiveness, correct deficiencies, and ensure compliance with all objectives. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Manpower, Personnel, and Services functions, operations, policies, procedures, and practices and the concepts, theories, and practices of the specialist work performed in the subordinate organizations. Knowledge of the AF organizational structures to effectively implement policy and develop guidance, standards, and procedures that affect AF wide personnel (military, civilians, dependents, retirees etc.). Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures. Skill in planning, organizing, and directing the functions and mentor, motivate, and appraise the staff of an organization. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to collaborate at appropriate levels with organizations both inside and outside AFSVC, the Air Force, DoD and its agencies, and the Federal Government. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
