Job summary

You will serve as a SUPERVISORY GENERAL ENGINEER in the ENGINEERING & PLANNING DIVISION, REGIONAL MAINT CTR DET SASEBO of the NAVAL SHIP REPAIR FACILITY. The President has ordered a government-wide hiring freeze subject to certain limited exceptions. This position is subject to the hiring freeze. Although we are moving forward with the consideration of candidates, we will not make a selection for this vacancy announcement unless and until the position is no longer subject to the hiring freeze.

Major duties

You will serve as the division head and technical authority and focal point for ship systems engineering efforts relating to the work of the detachment. You will provide professional and technical leadership, engineering program development and evaluation, JRMC CHENG technical policy enforcement, and organizational representation/liaison. You will provide engineering consultation and direction as the detachment's technical authority for engineering and planning processes and proficiencies. You will conduct periodic reviews and analyses of program metrics within the detachment and make decisions or recommendations for new initiatives, redirection of efforts or curtailment. You will develop short and long-range plans, schedules, and key events for work to be accomplished.

Qualification

In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Experience applying knowledge of principles and practices of professional electrical, electronics, mechanical and naval architectural engineering that enables the incumbent to provide expert advice to division, field personnel, and within the JRMC in all areas of ship systems engineering. 2) Experience applying knowledge of ship stability, hull structure, electrical power generation and distribution, propulsion, deck machinery, communications, electronics, combat systems, fire fighting, alarms, habitability and auxiliary systems. 3) Experience applying knowledge of special interface and control requirements associated with accomplishment of total ship/system engineering design work, cognizant compartments, systems and components, and secondary containment boundaries. 4) Experience planning, organizing, and directing studies and projects, as well as applying creative and innovative approaches in resolving matters involving significant or controversial issues. 5) Experience supervising and managing an engineering and planning department operations, planning, organizing, directing, coordinating and evaluating work. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Additional Information Cont. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
