Job summary
Who may apply: Current, permanent DFAS employees in the competitive service, eligible DoD PPP Military Spouse preference applicants and current DFAS VRA employees.
Major duties
Provides authoritative technical advice and assistance to DFAS in the interpretation and application of laws and regulations related to the MOCAS program, contract management, and the payment of entitlements. Liaises with top management officials to identify new program requirements, management needs and proposed revisions to MOCAS system services. Participates and represents the agency in formal and informal management planning, policy and decision-making regarding legislative changes, technological improvements, and changes in governmental policies and procedures. Represents the Director of MOCAS in senior level conferences and consultations with senior level government and private sector personnel. Plans, manages, and supervises the MOCAS program organization consisting of clerical, technical and administrative personnel.
Qualification
Qualified applicants must possess one year of specialized experience equivalent to the next lower grade in the Federal service, which demonstrates the ability to perform the duties of the position. For GS-13: Specialized experience at the GS-12 grade level is defined as: providing financial management consulting services, management advice, audit support and assistance to supported customers in the application of financial management theories, concepts, principles and standards and resolution of related to operational finance work. GS-13 Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

GS-13 Substitution of Education for Experience: Education is not substitutable for specialized experience at this grade level.
