THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. NEW MEXICO ARMY NATIONAL GUARD NATIONWIDE. This National Guard position is for a SUPERVISORY CONTRACT SPECIALIST, Position Description Number D2620000.

Major duties

This position is located within a JFHQ-State United States Purchasing and Contracting office (USPFO). The primary purpose of this position is to serve as Chief of the Contracting Office (CoCO) for the ARNG and ANG, providing professional acquisition and business advisor services. Directly reports to the United States Property and Fiscal Officer. Leadership and Supervision. Exercises direct supervisory and personnel management responsibilities. Provides supervisory responsibility for subordinate acquisition workforce personnel. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects, as assigned, or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and Equal Employment Opportunity (EEO) objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Recommends awards when appropriate and reviews within-grade increases when eligible and follows up on the status when required. Listens and resolves employee complaints at the lowest level and refers unresolved complaints to higher level management. Initiates action to correct geographically separated (TS, AGR, DSG/MDAY, Technician) performance or conduct problems. Plans and Directs Operations. Provides senior level operational contracting support advice and assistance. Plans, requests and negotiates the acquisition of all necessary resources to support the Contracting Office and prepares input for annual budgets. Anticipates resource requirements and/or changes in organization or functional assignments necessary to accommodate projected workloads and organizes or reorganizes the office to meet those needs. Develops detailed research, analysis, interpretation, and application of contracting support ensuring all requirements of law (statute and case law), executive orders, regulations, and all other applicable procedures, including clearances and approvals, have been met. Personnel Management and Administration Functions. Exercises full management and line authority. Exercises delegated managerial authority to develop and implement operational contracting support program goals and objectives. Determines the best approach to resolving staffing shortages; develops long-range staffing plans. Performs Technical Work. Works independently, or serves as team member/advisor, on process action teams, staff assistance visits, contracting studies and special projects. Participates in working groups or serves on boards and committees to recommend contract efficiencies as it pertains to future operations. Assists subordinate units and staff directorates in developing Performance Work Statements (PWS)/Statements of Work (SOW)/Statements of Objectives (500) and provides assistance completing other requests for contract support (e.g., requirements documents, data elements, limited competition justifications, Independent Government Cost Estimates (IGCE), and evaluation criteria) for various types of contracts and other transactions. Performs other duties as assigned. SUPERVISORY CONTROLS Supervisor provides administrative and policy direction concerning overall priorities and objectives. Employee is delegated complete responsibility and authority to plan, schedule, and carry out major projects concerned with the scope, design, development, and analysis of contract policies, programs, and procedures for the Army National Guard (ARNG), Air National Guard (ANG) and the National Guard Bureau. Program and analytical evaluations are reviewed for potential influence on broad Department of Defense (DOD), Department of Army (DA), and Department of the Air Force (DAF) policy objectives and program goals. Decisions and judgment are considered technically sound, and work is normally accepted without significant change on all statewide acquisition planning, challenges, status, and remedies. Serves as principal contracting advisor to the Adjutant General, Chiefs of Staff, Air National Guard Wing Commanders and Senior Contracting Official regarding high dollar, complex or special interest items. Delegated signatory authority from and responsible to a two-star equivalent member of the Senior Executive Service (SES) for acquisitions and other transactional authorities. Exercises expressly delegated responsibilities and/or authorities from the Assistant Secretary of the Army (Acquisition, Logistics and Technology) and the HCA - Approve informal acquisition plans up to $SOM or more for production or services for all years, or $25M or more for any fiscal year; $10M or more for development; HCA - Approve acquisition strategies up to <$10M.

Qualification

Military Grades: Officer (O-5 and above) SPECIALIZED EXPERIENCE: Must have one year of specialized contracting experience at the GS-12 level that required a working knowledge of a wide variety of contracting methods and contract types sufficient to perform pre-award/post-award and/or contract price/cost analysis. Must have experience performing acquisition planning; contract price and cost analysis/cost accounting techniques, comprehensive negotiation techniques and a working knowledge of statutes and regulations as they apply to procurement functions. Must have Level 1, DAWIA Professional Certification (or equivalent, see Certifications Issued by Federal (non-DoD) Organizations below). Any applicant selected will receive a tentative offer of appointment contingent upon passing a Contracting Officer Review Board (CORB) as this position is required to hold a warrant as a condition of employment.

Education

Mandatory Positive Education - Minimum education requirement a Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees. You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
