Job summary
The primary purpose of this position is to serve as an AF Air Reserve Technician (ART), Superintendent of the Command Post (CP). A first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Wing Command Post. Major duties
Duty 1: Supervision and Command Post Management: Plans, organizes, and directs the activities of Combined Command Post (known as One CP), a Strategic Airlift, NORAD, STRATCOM, or other committed Command Post. Duty 2: Exercises supervisory personnel management responsibilities. Duty 3: Directs Command and Control Operations (C2OP) and mission monitoring Operations. Duty 4: Emergency Actions: Maintains conventional nuclear and/or Air Sovereignty Emergency Action (EA) Certification (as required by unit mission) with the highest level of proficiency and knowledge. Emergency Management: Oversees command and control operations in response to all-hazard events; makes notifications and disseminates pertinent information to incident commanders, MAJCOM Command Centers, and the Air Force Service Watch Cell, and the National Military Command Center. Duty 5: Operational and Readiness Reporting: Integrates and compiles from a variety of sources, analyzes and determines reporting requirements using multiple HHQ instructions and guidance. Facilities, Communications Systems, Equipment and Material: Directs and manages facility, equipment, and supplies.
Qualification
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for the GS 0301 Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Specialized experience is directly related to carrying out all functions associated with command post operations, such as Coordinating and directing alert functions with various on and off base agencies for emergency management and supervising employees. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS. OR COMBINATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of command post operations, command post training programs, readiness and operational reporting, mission monitoring, and emergency actions. Comprehensive knowledge of security instructions, practices, and procedures. Knowledge of researching, collecting, analyzing, organizing and preparing various data for reports and presentations. Knowledge of federal and civilian disaster response agencies, their capabilities and relationships governing the military. Capability and skill to communicate both oral and in writing; negotiate complex issues and exercise high level of tact and diplomacy. Capability and skill to plan, organize, and direct the functions of a small organization. Other significant facts pertaining to this position are: . This is an ART enlisted position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies. Regular assignments are primarily ART duties; however, may also be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. Work may occasionally require travel away from the normal duty station on military/commercial aircraft. Must obtain and retain the security clearance required for this position. Must be able to obtain and retain certification in command-and-control operations, emergency actions and reporting within 90 days of employment start date. Certification may require attendance at specialized training courses. May be required to work shift work or uncommon tours of duty with limited notice. Position works in a high stress environment, requiring incumbent to make rapid response decisions. This is a testing designated position (TOP). The employee is subject to random drug testing This position is designated mission essential during emergency situations based on local conditions. The duties performed are vital to the continuity of essential operations during emergency situations. Incumbent must report to work at normal time and remain at duty station during the period leading up to and during the emergency situation and continue to perform mission essential duties until relieved by proper authority. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This is an Air Reserve Technician (ART) position. ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members; are subject to immediate call to active duty in mobilization to meet a national emergency. Retired military that have active AF Reserve assignments may apply provided they show assignment (position) on the application. A military service member's statement of service/certification will be accepted IF a terminal leave form or DD214 cannot be provided. The statement/certification should indicate member's separation from active duty is within 120 days of the closing date of this announcement. It must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin, your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Your preference and/or appointment eligibility will be verified prior to appointment. Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave. Individuals selected for ART positions must meet both civilian qualifications and uniformed military requirements. In addition to meeting civilian qualifications, applicants must obtain military membership in the Air Force Reserve, wear the uniform, maintain job-specific military specialty requirements, and meet other military qualifications such as age, height, weight, and physical fitness standards.
