Major duties
You will serve as the Supervisor of the Labor and Employee Relations (LER) Branch with responsibility for planning, developing, evaluating, leading and supervising the work of employees assigned in this area. You will execute various labor and employee relations programs in support of the Command’s employees or supervisors such as Labor relations, Employee Relations, Discipline, Leave Administration, Demonstration Project Performance Management System. You will serve as the Command's central contact for all LER programs in the Human Resources Division. You will serve as the technical expert for Labor and Employee Relations and provides advice and guidance to managers. You will be responsible for solving difficult labor and employee relations issues by applying a full range of labor and employee relations theories, principles, methods and techniques. You will serve as the authority for local interpretation of related law, regulations, Executive orders, and decisions regarding labor and employee relations matters. You will conduct supervisory duties that include advising employees of their performance expectations, keeping them informed of their progress, and will evaluate employee's performance.
Qualification
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: leading employees and executing programs to apply full range of labor and relations theories, principles, methods or techniques or interpreting laws and regulations for advising leadership on labor management and compliance with Relations Authority, Merit Systems Protection Board, case law, federal personnel regulations, and local policy.
