Summary
Job summary
The primary purpose of this position is to function as the Government Special Security Officer to the Nevada Test and Training Range (NTTR) headquarter staff. Supports Department of Defense (DoD) advanced air combat composite force test and training; DoD and Department of Energy (DOE) test, research development; tactics development; and electronic combat. In combination with the 31st Combat Training Squadron, provides training and test support to the warfighter in live and virtual environments.
Major duties
1. As Program Manager/GSSO, plans, organizes, and oversees the security activities of the NTTR and JITTC-N. Formulates security program goals, plans, policies, and procedures related to the development and operation of installation-wide information protection functions and activities; provides direction and guidance to subordinate employees. 2. Accountable for the successful accomplishment of Advanced Program mission goals, objectives and the secure accomplishment of all other NTTR and JITTC-N mission goals and objectives. 3. Provides the commander recommendations on risk identification, avoidance, and mitigation for SAPs. Develops processes, methods, and recommendations to defeat intelligence gathering or risk exposure of information and ultimately prevent the compromise, loss, unauthorized access/disclosure, destruction, distortion, or cycle of the information. 4. Represents the organization with a variety of higher headquarters, installation, and functional area organizations. 5. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
Qualification
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of security disciplines, concepts, principles, practices and requirements applicable to the information protection program to include: acquisition security, program protection, information security, industrial security, physical security, personnel security, operations security, foreign disclosure, and information assurance in order to perform the full range of complex security management responsibilities. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of security disciplines, concepts, principles, practices and requirements applicable to the information protection program to include: acquisition security, program protection, information security, industrial security, physical security, personnel security, operations security, foreign disclosure, and information assurance in order to perform the full range of complex security management responsibilities. 2. Knowledge of analytical methods for determining and evaluating vulnerability threats, intelligence data, and other specialized areas resulting in possible program compromise. Knowledge of state-of-the art security equipment, devices, practices, and procedures with all IP security disciplines for planning and implementing protective methods and security procedures. 3. Knowledge of operational characteristics across the multiple-disciplinary construct of Information Protection, in order to apply unique management tools to develop an effective converged solution to systemic problematic issues affecting the Range and serviced activities. 4. Knowledge of required security training concepts, programs, and procedures to develop security education programs, provide training, and assist in operating security. 5. Skill in planning, developing, implementing, and evaluating security programs to meet mission requirements and improve the security program. 6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization, and ability to communicate effectively both orally and in writing to successfully accomplish the mission. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
