The primary purpose of this position is to serve as Chief of Safety at a Major Command with the responsibility for planning and directing the conduct of a comprehensive mishap prevention program.

Major duties

1. Serves as a MAJCOM Chief of Safety utilizing expert knowledge of occupational, aviation, weapons, and space safety and health principles, laws, directives, instructions, and precedent decisions to provide technical and/or safety guidance. 2. Drafts command policy, goals, and guidance coordinating applicable work efforts with Air Force Safety Center (AFSEC), Secretary of the Air Force Installations, Environment and Energy (SAF/IE), and other MAJCOM safety staffs for implementation into occupational safety and health programs. Establishes procedures and develops safety standards for processes where no established criteria exists. 3. Exercises MAJCOM responsibility for mishap response and investigation of all safety-related events as required by Federal, DoD, and Air Force guidance and requirements for which the command is responsible. 4, Represents the command's position on safety and occupational health issues at meetings, councils, seminars, and conferences sponsored by AFSEC, MAJCOM/DRU/ Forward Operating Agencies (FOAs), DoD, USSOUTHCOM, Partner Nations, and other federal agencies or industry constituents. 5. Plans, organizes, directs, and evaluates AFSOUTH Safety team's support to strategic, operational, and tactical planning and execution venues for AFSOUTH Commander's security cooperation objectives. 6. Exercises supervisory personnel management responsibilities for a small subordinate staff, typically 3 or fewer positions. Advises and provides counsel to employees regarding policies, procedures, and directives of management.

Qualification

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Specialized experience includes experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include knowledge of safety and occupational health concepts, principles, laws, regulations, standards, practices, and precedent decisions, safety and occupational health, safety program inspections, knowledge of accident and mishap investigation, resolution of safety problems and skill in verbal and written communications sufficient to prepare safety briefings, investigative reports, and safety and occupational health program evaluations. Safety and Occupational Health Management Series 0018 FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of occupational safety and health principles, practices, procedures, laws, directives, instructions, and current legislative issues as they relate to the Air Force occupational safety and health program. 2. In-depth knowledge of mandatory federal safety and health standards, American consensus standards, and other nationally recognized safety guidance sufficient to determine the need for inclusion in, and supplementation of AF safety standards. 3. Knowledge of communication techniques, principles, and regulations to communicate effectively both orally and in writing, in responding to work-related problems and questions. 4. Skill to identify problems and develop innovative solutions. 5. Ability to research multiple standards dealing with one topic and consolidate requirements into one requirement for MAJCOM application. 6. Ability to review mishap data, perform data analysis, and develop required agency and OSHA reports. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
