Veterans' preference does not apply to DHA recruitment Click on "Learn more about this agency" button below for more information. The primary purpose of this position is to perform and/or advise on complicated acquisition, management, utilization, and disposal real estate transactions.

Major duties

Acquires interest in real property and use rights involving a combination of complicating factors. Determines need for and takes actions to outgrant property in a large metropolitan area. Disposes of excess buildings, facilities, or land involving significant complicating factors. Conducts extensive space utilization surveys involving unusual or special needs. Serves as technical advisor and consultant. Serves as a Real Property Specialist in the Installation Management Division's Real Property Section. Responsibility to perform and/or advise on complicated acquisition, management, utilization, and disposal of real property. Perform inspections of all Real Property on the Edwards AFB Installation. Works within the Civil Engineer Group to maintain and track facility records for assets located on the installation and which units inhabit the locations. Dispose of records for demolished facilities and create records for newly constructed facilities and assets while abiding by legal regulations Determines need for and acts on numerous Real Property instruments such as easements, leases, licenses, and permits. Conduct annual audits of the Real Property Inventory while working with team members and other Edwards affiliated organizations. Creates and delivers Real Property presentations on status to leadership. Attends and represents the Real Property Section in meetings with various non-DoD entities.

Qualification

GENERAL EXPERIENCE: Applicants must have at least one (1) year or will have one year within 120 days of closing of this announcement at least 3 years of general experience, which includes 1 year (52 weeks) experience at the next lower broadband (NH-01), equivalent to the next lower grade (GS-04) or equivalent in other pay systems. General experience is described as the ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing. Perform functions relating to applying, capturing, and accounting for funds used to accomplish real property acquisition, minor construction, maintenance and repair, management, utilization, and disposal actions, with knowledge of policies and procedures to document and record any requirements worked. OR EDUCATION: Successfully completed a full four-year course of study leading to a bachelor's degree. NOTE: You must submit a copy of official college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have less than the full amount of general experience described in the job opportunity announcement; however, I have completed education leading towards a Bachelor's Degree as described in the job opportunity announcement. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of official transcripts. Ideal Candidate 4 years of experience working with Microsoft Word, PowerPoint, and Excel desired 2 years of experience in customer service desired 2 years of experience working with Air Force Regulations desired 2 years of experience working within Department of Defense Real Property desired Bachelor's degree desired, but not required KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of wide range of complex real estate principles, concepts, and practices as well as agency, state, and local government procedures and the appropriate statutes and policies 2. Knowledge of property disposal policies and procedures, and outgrant procedures, local market situations, and required documentation. 3. Knowledge of policies and procedures for real property documentation and records. 4. Skill in gathering, evaluating, and interpreting data to arrive at valid conclusions and offer meaningful recommendations. 5. Ability to analyze space utilization requirements and make recommendations on reuse. 6. Ability to communicate effectively, both orally and in writing using tact and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
