Major duties

Leads team comprised of program integration and earned value management personnel and reports to Engineering/Manufacturing Group Leader in a Defense Contract Management Agency (DCMA) Contract Management Office (CMO). Supervises personnel performing support of critical/complex Acquisition Category I system design, development, and production contracts. Assigns/prioritizes work; ensures subordinates have capabilities/resources to accomplish their tasks. Evaluates performance of subordinates. Provides advice, counsel, instruction, and decisions to subordinates. Leads evaluations and reporting of program cost, schedule, and technical performance to include prediction of future program performance; assures that relevant programmatic information is shared. Reviews/recommends approval of Program Assessment Reports, which address contractor performance. Recommends resolution of deficiencies to CMO Commander.

Qualification

To qualify for a Program Manager Position your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify for the NH-03 level, specialized experience must be at the NH-02, GS-11, or equivalent level under other pay systems in the Federal service, military, or private sector. Creditable specialized experience includes: Experience directing the efforts of acquisition logistics and earned value management specialists performing agency technical operations. Experience using ACAT I program integration for risk identification and mitigation and earned value status reporting. Manage surveillance and evaluation of the achievement of contract Engineering and Acquisition (E&A) requirements on contracts that include research, design, development, test and production requirements. Review and recommend approval of comprehensive E&A surveillance reports which address contractor performance against all cost, schedule and technical requirements.

Substitution of education may not be used in lieu of specialized experience for this grade level.
