Job summary

You will serve as a PROGRAM ANALYST in the Manpower Department of the Naval Service Training Command NSTC GREAT LAKES. Salary for GS-09: $68,999 - $89,703 Salary for GS-11: $83,482 - $108,533 The President has ordered a government-wide hiring freeze subject to limited exceptions. Although we are moving forward with consideration of candidates, we will not make a selection for this vacancy unless the position is no longer subject to the hiring freeze.

Major duties

You will analyze manpower and personnel operating procedures requirements to identify problems. You will evaluate management data, reports, or other information to identify improvements in the effectiveness of operations. You will draft process improvement plans, goals, or objectives for implementation. You will operate software systems (e.g., Microsoft Excel, Power Point, Word, Project, SharePoint) to prepare reports.

Qualification

FOR GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-07) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Assisting in the collection and analysis of civilian workforce data and tracking of personnel strength, assessing staffing levels, identifying trends or gaps; 2) Assisting in providing information and support to managers and employees on civilian personnel processes such as performance management, hiring actions, and awards, referring complex issues to higher-level staff; 3) Applying established local and higher-level personnel policies, procedures, protocols, directives, and instructions to complete assigned tasks; 4) Organizing and prioritizing assigned work, while responding to routine customer inquiries, and requests for information, and meeting deadlines while supporting multiple ongoing projects. FOR GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Developing, collecting, analyzing, and tracking civilian personnel, assessing staffing levels, identifying gaps, and recommending actions to support organizational workforce requirements; 2) Developing briefings and recurring reports, presenting manning issues to higher echelon personnel; 3) Advising managers and employees on the processes for civilian personnel, performance management, hiring actions, and awards etc.; 4) Interpreting, analyzing, and applying local and higher echelon personnel policies and procedures, protocols, directives and instructions; 5) Balancing multiple priorities, responding to customer inquiries and requests for information, and projects with conflicting deadlines.
