You will serve as a PROGRAM ANALYST in the Secretary of the Navy office of the PRINCIPAL CYBER ADVISOR PRINCIPAL CYBER ADVISOR.

Major duties

You will serve as a supportive analyst synchronizing, coordinating, and integrating all Department of Navy principal Cyber Advisor (DON PCA) cyber activities budget initiative. You will actively participate in the formulation and execution of PCA strategic goals and policies. Lead DON PCA office budget and financial management, including all organizational budget formulation, tracking, and reporting. You will analyze management problems and provide advice and insight about the probable effects of alternative solutions to the problems. You will collaborate with the subject matter experts in the other DON and Office of the Secretary of Defense (OSD) elements to negotiate, decide on, and/or coordinate strategic, programmatic, and budgetary initiatives.

Qualification

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: - Experience assisting in Program Objective Memorandum development, prioritization, impact analysis, and defense of programs. - Experience supporting budget execution. - Experience with written and oral communication to develop policy and program technical and programmatic assessments, lead groups, and negotiate compromises on opposing positions. - Experience developing policies, plans, and strategies in compliance with laws, regulations, policies, and standards in support of organizational activities. - Experience and understanding of the Department of the Navy Planning, Programming, Budgeting, and Execution (PPBE) processes and programming requirements, assessing proposed changes to programs, identifying issues, developing new approaches and solutions to resource problems, and providing recommended solutions.
