The primary purpose of this position is to serve as an Intelligence Programming and Resources Manager, at the branch level, within the Headquarters United States Air Forces Europe-Air Forces Africa, Intelligence, Surveillance, and Reconnaissance (ISR) Directorate. The incumbent is responsible for programming, budget execution and contract compliance efforts for intelligence activities Major Command wide.
Major duties
Serves as a Program Manager responsible for providing oversight and direction for assigned programs in accordance with applicable Director of National Intelligence (DNI), Department of Defense (DoD), Defense Intelligence Agency (DIA), Federal Acquisition Regulation (FAR), and Air Force directives. Manages resource development, planning, programming, oversight, administration, management, implementation; execution, analysis, and evaluation for all assigned Intelligence, Surveillance, and Reconnaissance (ISR) and related programs, including but not limited to the multi-million-dollar Military Intelligence Program (MIP), and National Intelligence Program (NIP). Resource Advisor to the MAJCOM Director of Intelligence and ISR Staff. Executes ISR and related program policies and procedures for the timely, effective, and efficient accomplishment of program activities. Develops goals, milestones, and timelines that integrate organization and resource management objectives. Coordinates plans and schedules with other organization managers and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes. Serves as a Resource Analyst, responsible for oversight management, programming of funding and manpower, budgeting, and execution of assigned ISR and related resources and programs, including MIP and NIP. NIP includes all aspects of the General Defense Intelligence Program (GDIP) and the Consolidated Cryptologic Program (CCP). Manages development and submission of programming and budgetary documents which seek acquisition of ISR resources. Establishes milestones, defines formats, and accomplishes quality control to achieve highly competitive program documents. Ensures security procedures and regulations are strictly adhered to in the processing of classified materials. Has continuing access to sensitive and classified information and a Local Area Network (LAN) classified as SECRET.
Qualification
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge and thorough understanding of the SP3 and its equivalent in the NIP arena, Director of National Intelligence (DNI), Department of Defense (DoD), Defense Intelligence Agency (DIA), Federal Acquisition Regulation (FAR), and Air Force directives; comprehensive knowledge and thorough understanding of intelligence requirements at the national and tactical level; comprehensive knowledge of the MAJCOM intelligence mission, objectives, functions, policies, and relationship with NATO; comprehensive knowledge on Air Force programmatic, budgetary, and execution year proposals; knowledge of MAJCOM Program and funding requirements; knowledge in the application of the methods and procedures; knowledge of Air Force and other federal contracts, the Federal Acquisition Regulation (FAR), surveillance standards, evaluation process, and reporting procedures; knowledge of contracting principles, laws, statutes, Executive Orders, regulations, and procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge and thorough understanding of the ISR, MIP and Strategy, Planning, and Programming Process (SP3) and its equivalent in the NIP arena. 2. Comprehensive knowledge and thorough understanding of DoD, ODNI, Federal Acquisition Regulation (FAR), and Air Force policy, rules, and regulations for Budget Activity One and Four funds, acquisition, and lifecycle management of intelligence systems and hardware. 3. Comprehensive knowledge and thorough understanding of intelligence requirements at the national and tactical level in order to develop logical, persuasive arguments for programmatic, contractual, and budgetary actions. 4. Extensive and current expertise on DoD SP3 policy, intelligence missions and aspects of new technology that can be applied to achieving MAJCOM intelligence goals. 5. Must be fully cognizant of the MAJCOM intelligence mission, objectives, functions, policies, and interrelationships with ACC, DoD, ODNI, the COCOMs and the US Intelligence agencies and key participants. Must also be fully cognizant of theater and service requirements and missions. 6. Must be highly skillful in articulating complex ideas or issues through oral or written means. Ability to gather, assemble, and analyze data to prepare budget expenditure, develop alternatives, and make recommendations to resolve budget/funding and contractual problems. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Position is designated special sensitive, and the employee must be able to obtain and retain a Top Secret (TS) security clearance with access to Sensitive Compartmented Information (SCI) and selected other special access programs, based on a Special Background Investigation. Employee is required to protect classified information and materials in accordance with applicable Air Force and national agency security directives. Duties will require frequent unescorted entry into, and temporary work within SCI facilities. A non-disclosure agreement must be signed. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 3. Duties are performed in a windowless office environment adequately lighted, heated and ventilated. Work is mostly sedentary, normally performed at a desk in a "no-smoking" building. Incumbent may be required to climb stairs (depending on location of office the work area may be in a multi-storied building with no elevator), to stand during briefing presentations, and to be capable of other physical requirements normally associated in an office environment. 4. Ability to plan, organize, and prioritize work to meet changing deadlines, to gather assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
