Job summary
You will serve as a PROGRAM ANALYST in the FLEET MODERNIZATION AND FACILITIES DIRECTORATE, SAFETY AND MISSION ASSURANCE DIVISION (N47) of NAVAL INFORMATION FORCES.
Major duties
You will be responsible for implementing, formulating and guiding policy development of the Agency IRM to comply with GAO Standards for Internal Controls in the Federal Government for reporting the Agency’s SoA over non-financial operations. You will review, analyze and determine impact, effect and intent of program legislation, appropriation language and Office of Management and Budget (OMB), Office of the Secretary of Defense (OSD), and DoD directives and regulations. You will Initiate the development, improvement, and implementation of policy statements, practices, methods, and procedures, and coordinate requirements for information throughout the NAVIFOR domain. You will serve as an independent analyst and functional lead over departmental representatives to report internal control and risk related readiness concerns. You will assess training needs and communicate those needs and requests to the supervisor. You will serve as a coach, facilitator and/or negotiator in coordinating Agency IRM community of practice. You will develop and maintain a system for tracking workflows associated with the IRM to enhance transparency, accountability, and audit readiness. You will perform risk assessments and reviews and ensure that the risk assessments are documented on high risk AUs annually. You will prepare and execute briefings, letters and white papers for executives and senior managers concerning internal control policies and procedures and the status of ongoing program support. You will participate in field visits and reviews and serve as a member of special study groups or task forces related to assigned responsibilities. You will serve as the liaison and USFF representative of the IRM program in relation to meetings with Senior Assessment Team (SAT) and Senior Leadership Council.
Qualification
To qualify for the PROGRAM ANALYST, GS-0343-12 position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience analyzing policies and procedures concerning FMFA, OMB Circulars A-123 and A-127, DoDI 5010.40, DoD and Agency FIAR Guidance and related standards, responsibilities, requirements and functions of the Agency manager's internal control process. Experience with risk registry management associated with development and deployment of a risk registry data base. Experience applying IRM evaluation and measurement techniques in determining the extent of compliance with rules and regulations issued by Agency directives and overarching policies. Experience assisting, developing and advancing the data science and modeling initiatives related to risk assessments and risk documentation within an aggregated data base. Experience planning program objectives and operations, conducting on-site assessments and evaluating the analysis of program effectiveness. Knowledge of the management processes of planning, directing, controlling and monitoring to evaluate and correct deficiencies in planning and execution of IRM requirements.
