This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & MRTFB in DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The Watervliet Arsenal is an Army-owned and -operated manufacturing center located in New York. It is the oldest, continuously active arsenal in the United States having begun operations in 1813.
Major duties
Directs, guides, reviews, approves, and provides mission essential production management support that is critical to producing manufactured products. Assigns and reviews work, provides guidance and develops internal policy to production supervisors on all phases for assigned products in production. Ensures operating instructions and manufacturing schedules are in place and followed. Coordinates work operations as needed with the supervisors of other organizations and functions. Establishes and maintains liaison with technical and management personnel in other departments and agencies. Assures that progress is in accordance with objectives and results in timely output of product from assigned business units.
Qualification

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes:(1) Production management skills, policies, processes, and/or production management support; such as using qualitative and quantitative methods to identify, assess, analyze, and/or improve production effectiveness; (2) Creating performance indicators for key production functions and using metrics to make informed decisions about production throughout, manufacturing lead time, personnel staffing, budgeting, manufacturing plans, timely procurements of materials, and/or tools; (3) Supervising leaders and employees' work performance and techniques and setting deadlines on work activities and (4) Identifying long range training/development and/or coaching skills and make formal appraisals for subordinates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
