Major duties
Responsible for leading teams to analyze, research, and evaluate procurement processes and issues and develop, recommend, and implement improvements to Enterprise Business System (EBS) or other procurement systems. Serves as expert analyst and advisor to senior management on Procurement functional program/process initiatives. Defines system enhancements that enhance end user’s productivity capabilities. Addresses supply chain issues to insure the EBS system is operating properly in support of procurement functions. Responsible for developing and conducting training to the Acquisition workforce, both where training deficiencies are identified and for new processes and procedures. Manages multiple projects and determines project urgency. Mentors junior Business Process Analysts. Recommends process improvements and supports major strategic acquisitions from requirements development through award, including source selections. This includes participating in the development and execution of DPAP, HQ, and Aviation initiatives to ensure all requirements are executable and/or have been met. Serves as an advisor to Senior Leadership; responsible for Command level staff work, such as developing white papers, executive summaries, and fact sheets for Senior Leadership review and approval, as well as preparing and delivering briefings.
Qualification
To qualify for a Procurement Analyst, your resume and supporting documentation must support: A. Basic DoD 1102 Requirement: Public Law 106-398, Section 808: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees AND B.) at least 24 semester hours (or equivalent) of study from an accredited institution of higher education in any of the following disciplines; accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management; OR C.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of A. AND B. above. B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. In addition to meeting the Basic DoD 1102 Requirement above, to qualify for the GS-13 grade level, specialized experience must be at the GS-12 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Demonstrating analytical/project management skills including developing, reviewing, analyzing, evaluating, implementing, and providing specific guidance concerning procurement systems, processes, and/or procedures. Analyzing and resolving procurement systemic issues, processes, and/or procedure issues. Assuming responsibility for the analysis, evaluations, and integrity of the procurement process and providing 3 support to an Acquisition workforce. Developing and conducting training, via formal/informal training sessions, and via job aids, related to procurement processes, policies, procedures, to the Acquisition workforce. Leading projects, conducting briefings, and participating in meetings and presentations involving a variety of acquisition workforce issues related to procurement systemic issues. Reviewing procurement programs and/or major strategic acquisitions for compliance to regulations, policies, and procedures and assists with guidance to insure systemic barriers are resolved. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
