You will serve as a OPERATIONS RESEARCH ANALYST within NAVAL SYSTEMS MANAGEMENT ACTIVITY. This position is in the excepted service and does not confer competitive status.

Major duties

You will lead complex defense weapon systems cost analysis processes including cost estimating, and acquisition cost. You will ensure compliance with DoD/DoN policies and conduct data collection research and analysis. You will lead and plan the development of multifaceted models and tools to estimate program costs. You will mentor junior analysts in their professional development and maintains technical proficiency.

Qualification

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector as a professional OPERATIONS RESEARCH ANALYST; Specialized Experience includes the following: 1) Serving as the recognized authority for formulating and guiding cost analysis, acquisition support, earned value management for a wide variety of programs at various stages in the acquisition life cycle process; 2) Conceiving, initiating, monitoring and/or conducting major products and studies of critical importance to decision makers; 3) Developing and maintaining positive and productive relationships with the customers; 4) Developing or promoting a comprehensive understanding of the cost analysis discipline with the customer and other members of the Program Office Team; and 5) Developing and presenting convincing oral/written presentations to all levels of government and industry management. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
