Job summary

You will serve as a Human Resources Director (HRD) in the Naval Undersea Warfare Center (NUWC) Division Newport. You will also serve as NUWC Division Newport Commander's principal human resource (HR) advisor and advisor to the NUWC Division Newport Technical Director.

Major duties

You will assist in the development of the Newport Division Human Capital Strategy and is responsible for the implementation of new strategies. You will discuss proposed policy changes with HR Managers, Department Directors, employee organizations and Command to get their reactions, opinions and recommendations. You will represent the Command and have authority to speak for them on HR matters to local employee organization officials, regional and national union representatives, and to officials in private industry. You will ensure program laws and regulations are followed; programs and resources are protected from waste, fraud and mismanagement; and programs achieve desired results. You will ensure program resource use is consistent with the Department of the Navy (DoN) mission; and reliable and timely information is obtained, maintained, reported and used for decision-making.

Qualification

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-05 (GS-13/14 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: staffing and recruitment, position classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development; ensuring compliance with governing laws and regulations; developing, interpreting, or advising senior management on human resource policies and administration; or providing input for the strategic planning of human capital resources for an organization.
