The primary purpose of this position is to conduct comprehensive manpower and organizational analyses of a wide diversity of organizations. To maintain an account of valid manpower requirements in compliance with resource allocation and organization policy and to conduct analysis evaluation and project management within the Manpower and Organization Flight.

Major duties

GS-07 & GS-09: This is a developmental position with known promotion potential to 5C9GK27-FVJY-11. The target level for this developmental position is 5C9GK27-FVJY, GS-0343-11. Incumbent works closely with the supervisor in performing duties identified in the full performance standard core personnel document/core document. The duties, organizational goals or objectives, organizational location, and other significant facts of the lower grades are the same as full performance CPD/SCPD. Factor levels determine the grade level assessment. GS-11: Studies the structure and/or functions of organizations with interrelated work processes or functions to improve processes, maximize resources utilization. Resolves substantive issues of moderate scope, and proposes new process flows, organizational structures, realignment of functions, solutions to space/supplies/equipment issues, and/or staffing levels. Prepares detailed plans and performs work measurement, methods and procedures, manpower requirements utilization, benchmarking, and/or time engineered studies for substantive work processes and functions that are interrelated to improve production efficiency. Designs, plans, and facilitates CPI events, manpower assessments, management surveys, and research projects, providing advisory services of a wide variety on substantive issues with moderate scope, complexity, and impact, assessing the overall effectiveness of program operations. Provides substantive management support services in the areas of strategic planning alignment, program manpower cost analysis, annual and multi-year fiscal planning, development of annual and multi-year fiscal planning (e.g., Defense Planning Guidance (DPG), Planning, Programming, Budgeting System (PPBS) cycle, etc.), development of annual work plan(s), and/or commercial activity for organization(s) whose operations are interrelated and fairly stable.

Qualification

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. GS-07: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of technical manpower management methods and organization practices and techniques. To include knowledge of both standardized and specialized processes and procedures used in conducting work measurement studies for evaluating program operations in order to carry out the more complicated projects assigned. OR EDUCATION: Successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of your transcripts. OR EDUCATION: I have a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, education must have been gained in a curriculum that is qualifying for the position to be filled. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have less than the full amount of specialized experience described in the job opportunity announcement; however, I have completed some graduate-level education which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of your transcripts. GS-09: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of and skill in applying conventional methods to gather, analyze, and evaluate information concerning management processes, draw conclusions, and recommend appropriate action. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, and I have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit a copy of transcripts. GS-11: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in applying continuous process improvement (CPI) analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support organizations. Knowledge of pertinent laws, regulations, instructions, policies, and precedents which affect the use of program and related support resources in the area studied. Knowledge of the major issues, program goals and objectives, work processes and administrative operations of the organization. OR EDUCATION: Successfully completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS-07 & GS-09: 1.Knowledge and skill in the application of DOD, Joint, and AF management engineering principles, concepts, and methodologies and basic financial management directives, concepts, procedures, guidance, and policy. 2. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature to devise organizational structuring options for organizations of a limited scope. 3. Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures. 4. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. 5. Ability to access or locate information through the use of a personal computer and software programs. GS-11: 1. Knowledge of Department of Defense (DoD), Joint Service and AF management engineering, organization and CPI principles, concepts, and methodologies. 2. Knowledge of process improvement techniques such as Lean Six Sigma, benchmarking, metric/statistical analysis, and process flow charting. 3. Skill in applying analytical and evaluative methods and techniques used to resolve complex problems of a broad range of functional areas related to CPI. 4. Ability and skill using PC to operate data base management systems, requirements analysis, and data manipulation and extraction techniques. 5. Ability to communicate effectively both orally and in writing; skill in conducting interviews with employees, supervisors, and management officials at MAJCOM and HQ USAF to obtain information about organizational missions, functions, and work procedures. 6. Ability to carry out and complete assignments involving complex work with diverse and dynamic groups by gaining their cooperation with tact, courtesy, and diplomacy and moving them towards an ownership of their objective without imposing personal bias.

Qualifications Continued: PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
