The primary purpose of this position is to provide managers with objectively based information for decisions on the administrative and programmatic aspects of improving agency business operations through business performance indicators and implementation of depot maintenance business concepts through assessment of effectiveness and efficiency of programs/operations.

Major duties

Provides independent technical support in analyzing industrial work processes, financial operations, business performance indicators, policies, and procedures; develops plans, programs and strategies for business process improvements. Develops and reports business performance indicators for production and financial management business areas. Coordinates as the principal team member on implementation of business process improvement plans, programs, strategies and development actions with responsible functional specialist or office to ensure responses/required actions are provided. Makes recommendations to management and provides documented support for decisions on business process improvements within the assigned area of responsibility. Provides education to AMARG personnel who will be affected by the business performance measurements and business process improvements.

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes providing technical support to management by gathering data, performing analysis and evaluation of business work operations and methods; developing reports and conducting studies to identify and resolve issues of effectiveness and efficiency of industrial work operations; recommending and developing plans for business process improvements. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree. OR COMBINATION OF EXPERIENCE AND EDUCATION: ???????A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge in functional areas requiring a more significant involvement with and more in-depth knowledge of functional area information systems technology that a normal functional area systems end-user. 2. Knowledge of the operations, products, services, needs and goals of the program(s) and the organizations studied or served, and related customers, functions, resources and users. 3. Ability to recognize and analyze problems, conducts research, summarize result, and make appropriate recommendations for production and financial management business areas. 4. Ability to maintain good working relationships meet and deal with customers using a high degree of tact and diplomacy. 5. Ability to plan, organizes work, research, analyze, interpret and apply rules, regulations and procedures. ???????6. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
