The primary purpose of this position is to receive, distribute, record, and process all incoming, outgoing and intra-base accountable (registered, express, certified, and insured) and non-accountable official communications, as well as the safeguarding and processing of classified mail, in support of the official mail cost control program.
Major duties
Provides official/personal mail service in accordance with (IAW) DoD 4525.6-, DoD Postal Manual, DoDM 4525.- 8_AFMAN 33-306, DoD Official Mail Manual, DODI 4525.9, DoD Military Postal Service, and AFMAN 33-365, DoD Official Mail Management. Adheres to procedures that are prescribed for the control of special communications both incoming and outgoing to include registered, certified, security classified, priority mail, reply mail or other types that agency policy may specify. Performs clerical work related to the processing of records for storage or reference purposes. Schedules disposition of records, and the performance of related work when such duties require the application of established DoD, Air Force, and postal instructions. Assigns appropriate routing code and attaches a routing and control form after identifying the legal name of the correspondent under which the control form will be filed (and such secondary names as are necessary) so that correspondence can be easily identified in the future.
Qualification
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NK-01, equivalent to the next to lower grade GS-01 through GS-04 or equivalent in the Federal Service. Specialized experience must include knowledge of functional requirements for official/personal mail including USPS postal instructions, policies and directives governing the receiving, controlling, transporting and processing of all classifications of mail, including special services mail and commercial carrier mail. To include sorting, weighing, and ensuring official postage is applied only to authorized/approved materials IAW governing directives and/or manuals, using the most cost-effective method, while meeting the required delivery date of customers. OR EDUCATION: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college, or university. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience as described above may be used to qualify for this position. NOTE: You must submit a copy of your transcripts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of functional requirements for official/personal mail including USPS, DoD, and Air Force postal instructions, policies, and directives governing the receiving, controlling, transporting and processing of all classifications of mail, including special services mail and commercial carrier mail. 2. Knowledge of the functions, organizational structures and locations of the units serviced in order to effectively receive, organize, and deliver administrative communications in an expeditious manner. 3. Thorough knowledge of correspondence procedures and filing systems characterized as "complex" in the Occupational Information section. 4. Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction. 5. Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems. 6. Ability to listen to and understand information and ideas presented through spoken words and sentences. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience. Additional Conditions of Employment: This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing. This is a key position and the duties of this position meet all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
