The primary purpose of this position is to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of an identified high-potential, mid-level manager/executive; it is not a continuing position and assignment duration is 36 months.
Major duties
DUTY 1: Performs career broadening duties involved with planning, management, and coordination of life cycle logistics support for a major weapon system or subsystem. DUTY 2: Career broadening assignments include providing technical guidance, advisory support, and assistance on a wide range of management issues. DUTY 3: Interprets Air Force acquisition and logistic directives. DUTY 4: Serves as the senior representative and spokesperson in communicating program matters. DUTY 5: Development of Self and Organization: Maintains current knowledge of events, technology, and organizational policies and procedures which impact current responsibilities.
Qualification
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization and must include: 1) 1) Broad knowledge of the theories and principles of Logistics and Sustainment Management, and of Integrated Logistics Systems (ILS) planning; 2) Mastery of the application of a wide range of qualitative and quantitative methods for the assessment and improvement of ILS planning processes and plans, so as to enhance the quality and effectiveness of complex logistics programs; 3) Comprehensive knowledge of laws, policies, regulations and precedents applicable to ILS planning; 4) Knowledge of DOD ILS program goals, and sequences of key ILS planning events and milestones, and of methods of evaluating the worth of ILS plans; 5) Knowledge is applied to design and conduct comprehensive ILS planning studies for which boundaries are extremely broad and difficult to determine in advance; 6) Mastery of advanced ILS planning principles and practices along with a comprehensive knowledge of planning, programming and budgeting regulations, guidelines and processes, and thorough knowledge of military facilities planning, acquisition, and management processes to prepare long-range and short-range planning guidance in compliance with broad agency policies and objectives; 7) Knowledge of military command structures, missions and programs for organizations involved in ILS planning; 8) Comprehensive knowledge of the ILS support needs of assigned programs, systems, equipment and components; 9) Expert knowledge of the administrative processes and documentation requirements of ILS planning; and 10) Knowledge of regulations and practices pertaining to programming and budgeting for Logistics functions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of theories and principles of Integrated Logistics Support (ILS) planning, development, and execution sufficient to coordinate and integrate functions into a total, well structured, and viable program. Knowledge of system life cycle concepts and design as they apply to system research, development, and acquisition. Knowledge of contractual processes, procedures, and technical requirements. Ability to plan, analyze, and coordinate a system or portion of a major system's acquisition and transfer into operational use; to include the identification and correlation of specific requirements for money, manpower, materiel, facilities, and services needed to support the program; and to develop and analyze data to determine logistic objectives and goals, identify support requirements (including funding, contract development, and other technical support requirements), and establish relationships between the participants involved in deploying the plan. Ability to communicate effectively, both orally and in writing.
