The primary purpose of this position is to provide support to the AFRC exercise planning process, to provide support to country planning and other critical AFRC planning activities, to provide visibility and oversight on all AFRC exercise planning activities.

Major duties

Executes planning activities, provides guidance, assistance and advice on matters relating to AFRC planning and exercise activities within the specific COCOM regions for all logistics matters relating to AFRC units and forces Executes planning activities, provides guidance, assistance and advice on matters relating to AFRC country planning activities within the specific COCOM regions or all logistics matters relating to AFRC units and forces As the Regional COCOM Plans and Exercise Logistics Planner, provides support for other critical AFRC planning activities Represents and speaks for the organization at HQ USAF, CNAF, MAJCOM, and COCOM level requirements meetings and conferences for all logistical related matters where AFRC units and forces are participating in future exercises or country activities

Qualification

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: executing planning activities, providing guidance, assistance and advice on matters relating to planning and exercise activities for all logistics matters relating to a unit or organization; knowledge of exercise planning policies and processes for the purposes of coordinating logistics requirements for large-scale exercises and other events; knowledge of operation concepts, logistics policies and procedures, and financial management methods and procedures applicable to the management of resources, including personnel management procedures and policies as they relate to logistics planning. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of AFRC, CNAF, MAJCOM and COCOM exercise planning policies and processes for the purpose of coordinating logistics requirements for AFRC units and forces involved in world-wide exercises, DFT's and other events Knowledge of Air Force and AFRC operation concepts, logistics policies and procedures, and financial management methods and procedures applicable to the management of resources, including personnel management procedures and policies as they relate to logistics planning for AFRC units and forces Knowledge of military operational principles, practices, and organization; ability to recognize the interrelationships of the various aspects of exercise planning; and skill in integrating and analyzing such information in order to evaluate and make appropriate recommendations as well as to report on the status of events Knowledge of analytical and evaluative methods and procedures, and skill in evaluating plans and exercises to develop comprehensive reports Ability to communicate effectively both orally and in writing; negotiates complex issues, and maintain good order, discipline and working relations Knowledge of the mission and organization of AFRC units and forces Knowledge of the Air Reserve Component Network (ARCNET), Deliberate and Crisis Action Planning and Execution Segments (DCAPES), Defense Readiness Reporting System (DRRS), Global Decision Support System (GDSS), Global C2 System (GCCS), Joint Operational Planning and Execution System (JOPES), Joint Training Information Management System (JTIMS) and Single Mobility System (SMS) Analytical ability to discern the medium and long-range effects of a multiplicity of logistical plans developed within and external to AFRC Must possess a high degree of tact, diplomacy, and professionalism PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
