Major duties

Leads a team who specializes in labor relations and/or employee relations in accomplishing the organization's objectives. Provides day-to-day expert technical leadership, workload coordination, and quality assurance for a team of HR Specialists engaged in labor and employee relations casework. Serves as a senior expert consultant to management officials on sensitive or precedent-setting labor and employee relations issues. Advises on proposed disciplinary, adverse, and performance-based actions, medical inability cases, leave administration, hours of work, premium pay, grievances, appeals, issues involving employee conduct, harassment, substance abuse etc. Conducts complex fact-finding, gathers background information, and conducts document reviews to recommend appropriate courses of action.

Qualification

Qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-13) in the Federal service that demonstrates the ability to perform the duties of the position. Specialized experience is defined as: Advising on labor and employee relations issues to include guiding management on performance, conduct, and workplace issues and leading junior specialists by setting priorities and monitoring workload; Drafting disciplinary and adverse actions; Resolving sensitive employee relations matters through strategic analysis, case management, and conflict resolution; and Identifying training methods to support employee development. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-13 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
