You will serve as an IT Project Manager (SYSANALYSIS) in the NAVFAC Information Technology Center, Program and Project Management Division of NAV FAC ENG AND EXPEDITIONARY WARFARE CTR.
Major duties
You will lead and manage the software development lifecycle of assigned business systems. You will actively support and enforce configuration management, change control and information assurance security principles. You will develop, implement, and maintain project plans to meet objectives. You will develop government statements of work (SOWs), independent government cost estimates (ICGEs), Business Case Analysis (BCA), and other briefs and decision papers as assigned. You will develop information systems testing strategies, plans and scenarios and maintain quality assurance processes. You will interface with customers to define information systems products and services scope, requirements, and deliverables.
Qualification
Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: REVIEWING IT PROGRAMS TO ASSESS COMPLIANCE WITH PLANS AND POLICIES AS WELL AS SUPPORT OF BUSINESS REQUIREMENTS. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: WORKING VENDORS AND CUSTOMERS TO ENSURE VENDOR-DEVELOPED SOFTWARE, SYSTEMS, AND/OR SERVICES MEET ORGANIZATIONAL REQUIREMENTS. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: BRIEFING ACROSS VARIOUS GROUPS WHICH MAY INCLUDE CONTRACTORS, CONSULTANTS, VENDORS, GOVERNMENT OFFICIALS TO COMMUNICATE MULTIPLE LEVELS OF TECHNICAL IT AND/OR SOFTWARE KNOWLEDGE. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: INTERPRETING POLICY AND BUSINESS/FUNCTIONAL REQUIREMENTS INTO TECHNICAL TASK ASSIGNMENTS. In addition to having experience demonstrating the four competencies above, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Defining current and future business environments to prepare IT budgets; 2) Establishing metrics to measure and evaluate systems performance; 3) Conducting audits of IT programs and projects; 4) Applying information security/information assurance policies, principles, and practices to provide planning and management services; 5) Translating business/functional requirements into technical task assignments.
