Major duties

A GS-0101-13, INTEGRATED PRIMARY PREVENTION OFFICER (PREV WF): Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and Equal Employment Opportunity (EEO) and diversity objectives. Develops, modifies, and/or interprets performance standards. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates. Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination. Periodically reviews position descriptions to ensure accuracy, and the most effective utilization of personnel resources. Explains classification determinations to subordinate employees. Plans, organizes, and directs the activities of The Adjutant General's (TAG) Integrated Primary Prevention (IPP) Program. Ensures legal and regulatory requirements as well as the needs of National Guard (NG) Service members, families and communities are met. Serves as the principal advisor to TAG regarding the integrated primary prevention of all self-directed harm and prohibited abuse or harm as defined in applicable regulations and policies. Ensures TAG's IPP program complies with all legal and regulatory requirements. Develops IPP plan(s) in coordination with all relevant offices (i.e. Family Programs, Resilience, SARC, Psychological Health, EO/EEO). As the technical authority and expert on primary prevention; researches, interprets, analyzes, and applies Department of Defense (DoD), National Guard Bureau (NGB), Air National Guard (ANG), and Army National Guard (ARNG) prescribing directives, Public Law, guidance, and regulatory instructions. Develops Joint Force Headquarters (JFHQ) goals and objectives to effectively address self-directed harm, prohibited abuse or harm, personal resilience, and quality of life issues impacting Service members and their families. Promotes cross organizational collaboration with JFHQ directorates, by assigning tasks to appropriate Wing/Region based on organizational priorities and requirements. Establishes metrics to ensure assigned actions progress on schedule, are reviewed at critical points, and remain effective. Identifies, researches, and advises JFHQ leadership on issues impacting the outcomes defined within applicable policies and other official guidance. Provides expert counsel to leaders at all levels of best practices, and evidence-based programs, policies, and plans that increase primary prevention capacity and address specific population-level needs within their organizations. Oversees the development and allocation of all primary prevention funding and human resources impacting the full range of the IPP program. On behalf of TAG, monitors and controls budget and fiscal plans for integrated primary prevention related functions. Prepares and justifies and submits budget inputs and forecasting. Represents primary prevention issues as a member of leadership committees, boards, and working groups. Compiles and presents IPP assessment and evaluation results to the leadership team. Monitors and advises on activities of subordinate IPP programs. Supports the dissemination of NGB's comprehensive primary prevention initiatives. Ensures subordinates (Wing/Region IPP and JFHQ subject specific specialists) complete mandatory training requirements. Tracks prevention initiatives to ensure subordinates meet NGB requirements, and provides feedback, as required. Provides guidance to Wing/Region PPIs on the most complex issues when formulating a recommended course of action for leadership. Reviews complex issues prior to elevating to NGB. Makes appropriate IPP policy and strategy recommendations to NGB. Represents TAG on IPP issues at forums and conferences. Acts as the tip of the spear for initiatives and programs directed by NGB regarding the IPP programs. Conducts gap analyses to identify needs among the Service members and their families. Works with the field to promote and link various military and non-military resources to improve access to a variety of support agencies. Acquires communications, automated feedback mechanisms and computer systems to collect, transmit, analyze, portray, and integrate cross-functional, programmatic, and organizational information. Qualification

GENERAL EXPERIENCE: Degree: behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences. or Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences. or Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. SPECIALIZED EXPERIENCE: Must have at least 48 months or 36 months experience (with degree or combination); or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. Or 1 year specialized experience equivalent to at least the next lower grade level. ***You must provide an SF50 showing you meet this requirement***

Education

Education Requirements: Degree: behavioral or social science; or related disciplines appropriate to the position. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree. ***Please reference GENERAL EXPERIENCE for qualifications without an awarded degree. You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position. Substitution of Education for Specialized Experience: Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience.

Knowledge of social-ecological systems theory. Knowledge and experience in the organization, management, and administration of programs and services to develop and administer Primary Prevention policies. Skill in applying professional community organization abilities related to the formulation of needs assessments, development of prevention programs, and the marketing of programs. Knowledge of research, analytical and evaluative techniques and methods to analyze reports, gather data, review suggestions, and evaluate the effectiveness and efficiency of the National Guard Primary Prevention efforts sufficient to develop solutions to situations not normally encountered. Expert Knowledge of complex helping systems and professional organizations, how they positively or negatively affect individual and family welfare, and the multiple ways these systems and organizations operate to deliver services. Excellent skills in oral and written communication to include report writing and maintaining proper records to document services provided. Expert knowledge of and skill in planning, conducting and evaluating the State Primary Prevention training programs. Knowledge of policies and requirements for the development and analysis of the Prevention Programs efforts in order to integrate effective prevention measures for the S/T/DC. Knowledge of automated data systems to maintain information. Knowledge of analytical techniques to identify, analyze and/or recommend solutions to problems encountered and to develop Statistical data and narrative reports to senior levels of leadership.
