About Defense Human Resources Activity
The Defense Civilian Personnel Advisory Service (DCPAS) mission is to be the enterprise leader in the development and delivery of civilian personnel policies and HR solutions that strengthen mission readiness. DCPAS is responsible for developing and delivering civilian personnel policies and human resources solutions to strengthen the Department of Defense (DoD) civilian workforce’s mission readiness and enhance all aspects of the total civilian lifecycle.
Job summary
This position is part of the Defense Human Resources Activity. The Human Resources Specialist (Employee Benefits) is a subject-matter expert assigned in one or more of the following functional areas: life and health insurance, retirement, telework, and work life program areas providing expert determinations to components and others in life and health insurance, retirement, telework, and work life programs.
Major duties
As a Human Resources Specialist (Employee Benefits) at the GS-0201-13 some of your typical work assignments may include: Provides Department-wide policy interpretation and regulatory analyses for Federal retirement and benefits programs. Serves as a technical authority in the broad areas of the Civil Service Retirement System (CSRS), Federal Employees Retirement System (FERS), Thrift Savings Plan (TSP), retirement planning, survivor counseling, Medicare, Federal Employees' Group Life Insurance program (FEGLI), and Federal Employees Health Benefits. Analyzes laws, government-wide regulations, rules, third party decisions and DoD policies in order to provide customers timely and comprehensive responses. Provides authoritative advice and guidance on Federal life & health insurance and retirement program administration to executives, managers, subject-matter experts, and others on controversial issues. Assesses operations and recommends ways to maximize available human resources flexibilities to leverage workforce productivity, streamline human resources operations, or otherwise support cost-effective operations aligned to current and emerging strategic objectives and mission tasking. Manages projects across DoD component lines integrating benefit and retirement systems policy development, regulatory streamlining, process improvement, benchmarking and the evaluation of progress and results.
Qualification
You may qualify at the GS-13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Assisting with developing, reviewing, and revising instructional materials for federal benefits programs. Advising and training on programs related to federal benefits (such as federal retirement and insurance). Provide input on federal benefit policy and programs. Prepare and provide verbal and written presentations on federal benefit policies and programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
