Job summary
This position is located within the Systems Division, Financial Division, Financial Management Directorate (FMD), Washington Headquarters Services (WHS). The Systems Division is responsible for performing systems support for the Office of the Secretary of Defense, Washington Headquarters Services, and WHS supported organizations. The Systems Division performs financial systems support and financial reporting to support the management of WHS supported organizations.
Major duties
Incumbent typical work assignments may include the following: - Plans, monitors, organizes, and directs the activities for System Requirements and Operations. - Performs professional reviews while serving as a senior analyst advising senior leadership on the application of financial management theories, concepts, principles, and standards related to the development, execution and maintenance of strategic and operational plans. - Establishes internal policies and standard operating procedures for the finance and accounting functions and assists the Assistant Director, Systems Division with policies and procedures for the division. - Analyzes, develops, monitors, and evaluates policies and systems that support the Systems Support function; identifies the need for improvement in economy, efficiency, and effectiveness; proposes modifications needed to conform to new or revised legislation. - Researches and determines or recommends appropriate actions or interpretation of issues impacting the organization.
Qualification
Time in Grade: For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or higher grade in the Federal Service. Specialized Experience: For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service. Specialized experience is defined as 1) Applying knowledge in the application of multiple functions and services including finance, accounting, budget, cost analysis and management functions to develop operating procedures and policies; 2) Utilizing automated financial and accounting systems to monitor, track, report on programs and advise on financial and accounting matters; and 3) Initiating, developing and resolving internal financial and accounting systems operational capabilities and problems In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
