Major duties
Summary: The purpose of this position is to be the single point of contact for planning, administering, developing, and evaluating the installation training and education services program at the aggregate MAJCOM level as well as select FOAs. Responsible for all aspects of MAJCOM unique coordination, planning, and directing of the USAF Off-Duty Voluntary Education program. Duties: 1. Serves as the MAJCOM Voluntary Education Liaison. Program responsibility involves oversight of Volunteer Education Programs and implementation of Air Force policies and goals for said programs. 2. Represents the Voluntary Education Program with a variety of DOD, MAJCOM, installation and functional area organizations. 3. Oversees professional educational and vocational guidance and testing services. 4. Performs staff functions in the FOA headquarters. Works closely with Air STAFF for policy review/decisions and continued development of the Voluntary Education Programs. 5. Oversees Education and Training Sections Programs for compliance with guidelines.
Qualification
*Basic Requirement for GS-1740 Positions: A Bachelor's degree (or higher degree that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below. (For guidance counselor positions, a college or university-sponsored practicum in counseling is also required): Tests and measurement Adult education Educational program administration Curriculum development or design Teaching methods (Study of adult learner) Guidance and counseling Career planning Occupational information NOTE: You MUST submit copies of your transcripts. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience for GS-1740-12 which includes professional knowledge of education theories, principles, procedures, and practices of secondary, adult, or continuing education; knowledge of budget regulations and procedures to administer training funds and forecast to monitor/track resource requirements for facilities, office/classroom space, equipment, and supplies including service contracts; and knowledge of civilian/military programs, objectives, policies, procedures, and/or requirements in parallel business and industry organizations to administer training programs/services. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. You MUST submit a copy of your transcripts. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You MUST submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of education theories, principles, procedures, and practices of secondary, adult, and continuing education as well as an understanding of guidance counseling methods/techniques and testing procedures to advise on and evaluate voluntary education programs. 2. Knowledge of civilian/military programs, objectives, policies, procedures, and/or requirements in parallel business and industry organizations to administer MAJCOM training programs/services. 3. Knowledge of budget regulations and procedures to administer training funds and forecast to monitor/track resource requirements for facilities, office/classroom space, equipment, and supplies including service contracts. 4. Skill in developing training material and conduct training to education services personnel on program responsibilities. 5. Skill in gathering facts, evaluating education/training needs to recommend adjustments and improvements to accommodate program/service changes within existing resources without sacrificing quality/quantity. 6. Ability to communicate effectively orally and in writing to express ideas and concepts in reports and meetings. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
