About the Position: The Division Data Officer (DDO) leads data governance, analytics strategy, and lifecycle management, ensuring data supports NAD's mission while aligning with HQUSACE and Army data initiatives.
Major duties
Develops the districts enterprise data strategy in accordance with HQ guidance, DoD policy, and the VAULTIS principles (Visible, Accessible, Understandable, Linked, Trusted, Interoperable, Secure). Oversees the full data lifecycle through acquisition, quality control, classification, security, analytics, and visualization. Designs and enforces governance protocols and internal controls that ensure data quality, audit readiness, and legal compliance. Directs risk management for sensitive data, including classification, privacy compliance, and cybersecurity. Builds coalitions across districts, HQ and interagency partners to advance data maturity, eliminate redundancy and enhance enterprise agility. Leads the enterprise innovation efforts to introduce emerging data capabilities, ensuring alignment with policy, compliance, and mission needs. Oversee acquisition and contract execution for data governance tools, analytics platforms and enterprise services.

Specialized Experience: One year of specialized experience which includes; 1) Leading or executing enterprise data governance and/or data management practices (e.g., governance bodies, stewardship roles, data standards, data quality controls) within a large organization; AND 2) Applying data security, privacy, records management, and compliance requirements to govern or protect data assets (e.g., access controls, data classification, audit readiness, risk management); AND 3) Leading cross-functional, data-focused initiatives that improve data maturity and enable operational reporting and analytics, including coordination with stakeholders across multiple organizations or mission areas; AND 4) Supporting or overseeing acquisition and/or contract execution for data governance tools, analytics platforms, or enterprise data services (e.g., requirements development, vendor engagement, performance oversight, deliverable acceptance). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Ability to Do the Work of the Position without More Than Normal Supervision Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
