THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a AVIATION RESOURCE MANAGEMENT SPECIALIST (Title 32), Position Description Number D2934000 and is part of the AR ANG 154 TRG SQ, National Guard. NATIONAL GUARD MEMBERSHIP IS REQURED

Major duties

1. Serves as a management analyst with responsibility to advise and correct all operational and administrative aspects of the Aviation Resource Management System. Maintains, controls, and assigns security levels to users to ensure security of the database. Develops and implements unique applications programs using base-level computers to meet the specific needs of the unit. Designs, develops, and modifies reports using System Query Language (SQL) and ad hoc queries to provide leadership with data retrieved through selective manipulation of the database. Analyzes management report products to determine program adequacy and accuracy, trends, and recommends corrective actions as required. Communicates with ARMS Working Group (AWG) and Air Force Major Command points of contact regarding ARMS updates for issues or desired changes to the system and to ensure ANG use of the ARMS program is compatible with the Air Force standards, i.e., aviation objectives, policies, plans, and concepts. Identifies system related problems, their possible causes, and repairs or requests system repairs to the proper authority or DoD agencies. Performs system upgrades when required to ensure all users maintain minimum requirements. Establishes or modifies local operating procedures for providing data automation support through coordination with host Information Processing Center (IPC) and users. Ensures all Standard Systems Group modifications and changes are implemented in ARMS to comply with the base-level requirements. Maintains liaison with Local Area Network managers to ensure the proper use of computer systems. Writes and submits data automation enhancement, system maintenance, and deficiency reports to appropriate organization or agency. User administrator for 5 additional computer systems that interface with the aviation resource management system. Ensures that use of additional computer systems meet requirements for interfacing with Personnel, Finance, Medical, Maintenance, and Airfield Management programs; are consistent with the management of the ARMS system; and cost effective for the intended use. 2. Perform the following operations for an average of 100 aircrew members. Provides go-no-go reports and conducts pre-mission and post-mission reviews; records aircrew and aircraft flying hour data; determines aviation service actions for attached and assigned flying personnel as it directly affects mission accomplishment and safety of flight. Develops and executes procedures for the completion of annual flight physicals and receipt of documentation medically clearing crewmembers for flight status. Researches, validates, and interprets Air Force Instruction (AFI) Mission Design Series (MDS), specific medical and physiological requirements and flying and ground training requirements; and compares with higher headquarters mission training requirements. Translates these requirements into aircrew training tables, profiles, reports, and utilizes products to brief aircrew, senior leadership, training coordinators, commanders, and outside sources to include Numbered Air Force (NAF), Major Commands (MAJCOM), and Headquarters (HQ) U.S. Air Force (USAF) to show training requirements, overall training objectives, and accomplishments. Notifies commander of individuals who fail to maintain flying or medical standards. Analyzes programmed reports for adequacy and accuracy related to mission requirements and brief results to aircrew and commanders. Prepares and maintains correspondence as needed for suspensions, extensions, and waivers. DUTIES CONTINUED UNDER EDUCATION

Requirements

NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position. Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership in the military grade listed below. Selectee will be required to wear the military uniform. Military Grades: Enlisted Minimum Military Grade: NLT E-4/SrA Maximum Military Grade: NTE E-6/TSgt Compatible Military Assignments: Selectee must be a member of the Arkansas Air National Guard. IMPORTANT NOTES (AS APPLICABLE): Upon selection for this position, individual must possess or initiate a National Agency Check with Inquiries (NACI) background investigation. A favorable determination based upon investigative results is mandatory for this position. Failure to meet these requirements will result in termination of employment. A pre-placement physical is required if not already current. Upon selection, must complete mandatory Full-Time Support (FTS) Training at the Professional Education Center (PEC) within six months of assignment (if applicable, training will be coordinated by the supervisor). Individual must meet all military requirements of the position without creating a grade inversion, as determined by the Human Resources Office (HRO). Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion). Enlisted members currently at a higher grade than allowed by the position (see Military Grade Requirement above) may apply; however, they must administratively reduce prior to appointment and provide confirmation of the reduction to HRO. Qualification

GENERAL EXPERIENCE: Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems.

Education

DUTIES CONTINUED: Creates, analyze, and maintain end of month reports that monitors Aviation Positions Indicator (API) codes, Aviation Service Codes (ASC), entitlement status and flying status to ensure accuracy and compliance with applicable regulations. Authenticates, certifies, and publishes aeronautical orders to start, suspend, disqualify or terminate aircrew member's requirement to perform operational flying or jump duties. Determines eligibility to award aeronautical ratings and aviation badges. Develops database queries to assist in identification of suspense actions or actions requested by senior leadership to include promotion boards, disciplinary boards, or commander specific requirements. Develops and maintains procedures with outside agencies to validate that aircrew medical requirements are in compliance and accomplished in accordance with appropriate Department of Defense and Air Force Instruction. Provides individual aircrew aviation service and historical data to requesting civilian and federal agencies for several purposes to include aircraft accident investigations and the intent to hire purposes under FAA guidelines and according to the Pilot Records Improvement Act of 1996. Writes and revises several independent local operating instructions including Aircraft Accident Procedures. Coordinates matters with NGB, HQ MAJCOM, and service organizations to obtain clarification or recommend changes to instructions and procedures. Identifies, investigates and rectifies errors such as the miscalculation of Operational Flying Duty Accumulator (OFDA) months and conducts research to locate missing support documents. Initiates close out of individual electronic records for departing personnel, to include validation of all flight time entries, aircraft qualifications, and flight physical data prior to transfer of personnel. Primary member within the Operations Group responsible for accuracy of Wing Flying Hour Program by developing procedures to reconcile flying hours with Maintenance. Participates in the Wing Flying Hour Program to determine inventories of assigned, projected, available, and actual expenditure of hours. Provides reports to reflect flying hours expended and impacts year end goals for Ready Aircrew Training and flying hours budget. OPR for aviation packages to include inter-service transfers, aeronautical rating boards, flying evaluation boards, operational flying duty accumulator, exception to policies, flying activity codes, aviation service date adjustments, disqualifications, requalifications/revalidations. Analyzes higher headquarters directives and develops appropriate local procedures to meet program requirements. Advises and provides counsel to aircrew members and leadership on requirements, processes, and procedures that are in accordance with laws and regulations. Coordinates with NGB and HAF to ensure packages are complete and accurate. Provides additional information and assistance as required. Upon final outcome, updates ARMS database, creates member's record. Provides expertise to commanders. Certifies flying status in the Air National Guard Reserve Order Writing System. Reviews and compares the duty performed with flying hour documents. Electronically certifies duty performance for active-duty orders, generate group inactive duty drill rosters, electronically certifies duty performance for group inactive duty, schedule individual inactive duty, and electronically certifies duty performance for individual inactive duty. Maintains, issues, and destroys classified and COMSEC material for unit and transient aircraft. Works independently to provide aircrews with information and assistance for planning and conducting safe flight operations. Coordinates and schedules use of special military airspace including air refueling areas, military operating areas, and landing and drop zones. Provides preflight briefings to military and civilian aircrews, reviews flight schedules, flight plans, local aircraft clearances, statistical mission data, and Notices to Airmen (NOTAMS) files to ensure accuracy, completeness, and conformance with USAF, FAA, DoD and International Civil Aviation Organization directives. Communicates with in-flight aircrew through use of UHF/VHF communications to provide information regarding clearances, advisories on local, en-route, and destination airfield conditions. Coordinates and performs foreign object debris inspections on taxiing and parking areas. As required, activates secondary crash phone network for aircraft accidents, and in-flight/ground emergencies. Establishes shift schedules and assigns personnel based on workload to ensure adequate coverage of airfield/flight serves operations. May provide back-up to the Flight Services Manager. 3. Interprets and administers laws and regulations regarding entitlement incentive pay. Sole base-level approval authority determining entitlement to millions of dollars in aircrew incentive pay. Researches, interprets, analyzes and applies Department of Defense, Air Force, Air National Guard, and Wing guidelines, policies, and regulations including Aviation Management regulations, the Aviation Career Incentive Act (ACIA) of 1989, The National Defense Authorization Act (NDAA) of 1996, Pilot Records Improvement Act of 1996, and the NDAA of 2000. Applies complex flight/jump pay rules and determines eligibility and entitlement to Aviation Incentive Pay (AvIP), Critical Skill Incentive Pay (CSIP), Special Warfare Airmen Skill incentive Pay (SWSIP), Hazardous Duty Incentive Pay (HDIP), and EARI (Aviation bonus Pay). 4. Knowledge of AF operations, resource management systems and associated programs, interface requirements, browsers, personnel flight records and maintenance. Knowledge of aviation service eligibility, aircrew rating requirements, aircrew flight incentive pay requirements, conditional incentive pay requirements in relationship to reserve status codes, active/inactive reserve status. Knowledge of a wide range of computer/automated data processing techniques, requirements, methods, sources, procedures, system software/hardware and analytical and diagnostic methods. Extensive knowledge of ARMS System work processes and applications to develop database and ad-hoc queries on alternative approaches, to identify problems, to plan and implement solutions and to collaborate with design center personnel to incorporate needed system changes. Knowledge of the objectives, overall design and operating principles of ARMS in order to recognize probable interactions within the functions of the assigned programs. Skill and knowledge in applying analytical and investigative techniques to apply regulations, policies and concepts pertaining to aviation resource management to evaluate aeronautical order publication, entitlement pays, physical and physiological requirements, suspensions, disqualifications, revalidations, and requalification. Ability to troubleshoot and recognize systems-related problems and their possible causes.
