Job summary
This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. You will serve as the Lead Government-wide Purchase Card Agency Program Coordinator (APC) in the Contracts Department, Acquisition Policy/Oversight Division, Purchase Card Program Management Branch (Code 0211) of the Naval Undersea Warfare Center Division Newport.
Major duties
You will develop policy guidance for all aspects of the Purchase Card Program at Division Newport. You will establish policy that assumes the strategic goals of the program and command are met by the Purchase Card Program. You will monitor cardholder operations and issues resolutions; and provide all necessary personnel with appropriate guidance, operational and compliance training, and account management and reconciliation support. You will be responsible for accountability of cards and appointment letters. You will coordinate command purchase card operations, review business rules and practices, user account information, activity and other reports, on-line data, and reconciliation and certification results. You will review purchase card problems as required by evaluating circumstances, determining facts and assembling related information and acts on findings by resolving or recommending resolution. You will develop guidance material for activity personnel. You will publish informational material to inform, clarify, and explain regulatory and policy changes, and to note recurring errors observed during reviews. You will develop Naval Undersea Warfare Center, Newport guidance material, including supplements, policies and procedures concerning a variety of procurement issues. You will conduct training of personnel to improve purchase card program practices. You will attend meetings with contracting personnel, contractors, requiring departments, Legal or higher-level reviewing officials. You will act as the primary responsible party for all Purchase Card Program audits and resolve and respond to all audit findings.
Qualification
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-4 pay band (GS-11 and GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying a wide range of professional contracting methods to acquire supplies and services, with specific emphasis on the government purchase card program. Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
