Job summary
You will serve as an Administrative/Technical Specialist in the COR Oversight Branch; Contracts Department of NAVSURFWARFCTR PANAMA CITY DIVISION. You will serve as Contracting Officer Representative (COR) Certification Manager. This position is part of the Warfare Centers Personnel Demonstration Project. NT-05 is equivalent to GS-13/14. This position is salary capped at GS-13 Step 10 (currently $134,435). See "Additional Information" section.
Major duties
You will serve as the Subject Matter Expert for the Contracting Officer’s Representative (COR) program. You will oversee the management, implementation of, and continued compliance of COR policy, guidance, and instructions related to NSWC PCD. You will conduct and track COR training and certification status and provide COR retraining as required. You will perform data analysis, collection, interpretation, and evaluation to develop data-driven solutions that address COR program challenges. You will support Command Audits to include, but not limited to the Inspector General and the Procurement Surveillance Program (PSP). You will meet all requirements to become a NAVSEA Certified COR Trainer.
Qualification
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector as a Contracting Officer's Representative (COR) or Contract Specialist ensuring contracts meet technical requirements and milestones. Examples of specialized experience may include: analyzing contract invoices to identify errors or ensure contract costs remain within budget; monitoring contractor performance; identifying or resolving contract problems; facilitating contract changes through the life-cycle of an acquisition; evaluating contract data to develop reports.
