Major duties

You will serve as the Acquisition Policy specialist for the 021 Division. You will interpret and apply Federal, Department of Defense (DoD), Department of the Navy (DON), and local acquisition regulations, policies, and procedures to the Contacts Department contracting process and local standard operating procedures. You will develop and update policies, instructions, and procedures for the Contracts Department and shall ensure compliance with Federal, DoD, DoN, NAVSEA and other applicable regulations. You will support preparation for the Procurement Surveillance Program (PSP) as directed by NAVSEA. You will assist with and provide oversight to data collection that supports data calls requested at the DoD, DASN, NAVSEA HQs or any other entities directing such calls deemed of vital interest. You will interface independently with the NSWC IHD Department heads, Warfare Center Divisions, NAVSEA HQs. You will lead meetings and provide insight to solve strategic issues, and be able to formulate appropriately reasoned responses IAW established regulatory or policy guidance. You will plan and carry out assignments and shall be able to determine the appropriate acquisitions approaches that should be used. You will work with maximum independence and resolve complex issues.

Qualification

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-4 (GS-11/12) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: leading the development of contractual procedures and instructions to ensure an organization's compliance with acquisition regulations. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
